TECHNICAL SPECIFICATIONS

MCNARY LOCK AND DAM

EXTENDED SUBMERGED BARRIER SCREENS (ESBS) SUBMERSIBLE CABLE

1.0 INTENT

The following specifications pertain to the purchase of 2000 linear feet (2 spools total) of submersible cable to provide power to Extended Submerged Barrier Screens (ESBS) at McNary Lock and Dam.

2.0 SCOPE

The Contractor shall be required to deliver the submersible cable to McNary Dam by the date shown in Section Shipment and Delivery. The Contractor shall provide documentation and other items as stated in the specifications.

3.0 SYSTEM REQUIREMENTS.

3.1 SUBMERSIBLE 4 CONDUCTOR 14 AWG CABLE. The cable shall be insulated, shielded, and contain water blocking. The cable must be capable of being installed underwater in all weather conditions and temperatures. It will be exposed to the environment 365 days per year, and may be subjected to low temperatures of 20 degrees below zero Fahrenheit and 130 degrees above zero Fahrenheit. It will be exposed to water, direct sunlight, extreme temperatures, and wind. It must be able to withstand turbulent water conditions without deteriorating the cable and shall meet the following requirements.

3.1.1 The cable shall be delivered in TWO (2) 1000-foot spools.

3.1.2 The cable shall contain four 14 AWG (41 x #30) stranded copper conductors.

3.1.3 Conductors shall be insulated for 600V.

3.1.4 Insulation shall be high density polyethylene.

3.1.5 An outer polyurethane jacket shall cover the insulated conductors.

3.1.6 The conductors shall be color coded as black, white, red, and green.

3.1.7 The cable shall be wrapped with polyester tape.

3.1.8 The cable bundle shall be coated overall with a polyurethane jacket of thickness not less than 0.70 inches.

3.1.9 The diameter of the cable shall not exceed 0.630 inches.

3.1.10 The weight, in air, of the cable shall not exceed 190 pounds per 1000 feet.

3.1.11 The cable shall contain a non-wicking water blocking compound which is normally used in underwater environments and plastic rods between the conductors and the outer jacket.

3.1.12 Water blocking shall be used to fill all voids between conductors and outer jacket of cable and shall be chemically compatible with all other cable materials.

3.1.13 The water blocking shall not be injected through the outer jacket; it shall be applied during cable manufacture thereby preventing injection incisions in the jacket.

3.1.14 The cable shall have a minimum bend diameter of 14 inches or less.

3.1.15 The cable, and reel, shall be marked, in accordance with the National Electrical Code. The cable shall be durably marked on the surface at intervals not exceeding 24 inches with the maximum rated voltage, proper type letter (or letters) of cable, the manufacturer’s name, the AWG size or circular mil, number of conductors, and other special considerations for the cable (i.e. water blocking).

4.0 SUBMITTALS

Descriptive Materials (brochures, illustrations, drawings, data sheets, etc.), must be submitted which will allow the Contracting Officer to determine, without discussion with the offeror, whether the products being offered meets all the required specifications. Submittals shall include copies of manufactures catalog cut sheet, specification sheets, and warranty.

5.0 WARRANTY

The submersible cable shall come with the manufacturer’s warranty.

6.0 SHIPMENT AND DELIVERY

All materials shall be delivered FOB Destination no later than ten weeks after award of the contract. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to McNary Lock and Dam. Shipments are only allowed during normal business hours of Monday – Thursday 7:00am to 4:00pm. No shipments shall be made accepted on Federal Holidays. All shipments shall be delivered to:
