The site of the work is located in an area above the spillway that generally follows the path of a rough “bench” that was formed from the material that was excavated to construct a gutter along the side of the mountain. The excavated material was left in place and now forms a path that is generally clear of large trees, and is vegetated mostly with weeds and shrubs and some small trees. The fence alignment is intended to follow this “bench.” It is brought to the contractor’s attention that grades along the fence alignment are estimated to run as high as approximately 20% to 25%. In addition, the “bench” is not level as indicated on the Reference Drawings. The contractor shall be responsible for determining how to perform the work safely and in accordance with published performance specifications for any proposed equipment to be used to perform the work. The contractor shall be responsible to develop and submit for approval a Site Access And Work Plan that will clearly show how the contractor intends to perform the work, and shall include at a minimum, the following:
Proposed fence alignment and layout, noting any abrupt changes in alignment requiring adjustment of post spacing or additional corner posts.

Removal and disposal of vegetation or trees will not be required, and such material shall be allowed to remain on site away from the fence alignment.
3.2 SPILLWAY SAFETY FENCING
The fence shall be installed at the approximate alignment indicated on the contract drawings. The ACO or designated representative and the Contractor shall mutually inspect the alignment location and agree on any changes to the final alignment. The alignment may be modified to accommodate unforeseen abrupt changes in terrain or obstacles, but shall minimize the need for bracing. All excess fence material at the completion of the work shall be removed from the work site.
3.2.1 Post Placement

3.2.1.3 Post Installation
Posts may be driven by use of a mechanical post driver without damaging the posts to a minimum depth of 36 inches, or the posts may be set by auguring a 12” diameter hole a minimum depth of 36 inches depth, setting the post with backfill material, and firmly hand tamping. All posts shall be set plumb and in straight lines.
3.2.2 Wire Fabric Installation
Woven wire fabric shall be installed to provide a maximum of 6 inches above ground level or as directed by the Contracting Officer to accommodate terrain conditions. To maintain this clearance, existing on site soil may need to be placed below the fabric or post spacing may need to be adjusted to suit terrain. After the wire fabric is permanently tied off at one end of a braced assembly, the fabric can be stretched, spliced, and permanently stapled to the line posts. Staples shall be installed on the line posts loose enough to allow the woven wire to slide to allow for expansion and contraction.
3.2.3 Gate Installation
Gates shall be installed at the approximate locations shown at a corner post to minimize the need for additional bracing as directed by the Contracting Officer.
