ARTICLE SP-1. SUMMARY OF WORK 11

PROJECT SCOPE 13

The scope of work consists of cleaning, videoing, and installing Cured-In-Place-15 Pipelining (CIPP) in sanitary sewer gravity mains. Work is assigned by Work Plan; each 16 Work Plan contains multiple line segments and shall be referenced on all pay 17 applications and other documentation with the appropriate PID, location, and work plan 18 number as identified in the descriptions and exhibits contained herein. All work shall be 19 performed in an expeditious and professional manner. 20 A Construction Schedule shall be submitted within thirty (30) days of award of contract 22 indicating the identified work to be completed through the term of the contract beginning 23 with PID 001933D Work Plans 1, 2 and 3. Weekly progress meetings with the County 24 and contractor will be held each Thursday (either onsite, by phone, or virtual meeting) to 25 discuss a two-week project “look ahead”. The Contractor shall provide at least two-26 weeks’ notice of any lane closures, detours, or other traffic impacts for upcoming work. 27 The Construction Schedule shall include a start date within sixty (60) days of the Notice 28 to Proceed to begin the installation of the Cured-In-Place Pipe liner. No more than one 29 Work Plan shall be worked on at any single time. 30 Once begun, the work in each Work Plan shall be ongoing continuously and 32 expeditiously with as little impact to the utility customers, residents, and traffic as 33 possible. The Contractor shall have sufficient crews and equipment to perform all work, 34 including restoration, at the time each Work Plan is initiated. The inability of the 35 Contractor to meet contractual obligations, or to perform assigned work in a satisfactory 36 manner, shall be grounds for termination of the Contract, and/or reassignment of the 37 work for construction by others. Work Plans contained in the Appendix are planned to 38 be completed with this contract. The Contractor shall only be compensated for work 39 satisfactorily completed. There will be no compensation to the Contractor for cancellation 40 of the Contract or for any assigned work that is not satisfactorily constructed and 41 accepted by the County. 42 The County reserves the right to add or delete sites and project locations from the Work 44 Plans. Additional lines added at the County’s discretion are payable as described under 45 the applicable line items. In certain cases, CIPP lining may be required on an 46 emergency basis for lines not identified in the contract. Payment will be per the 47 identified line items for emergency installations; however, an emergency mobilization 48 line item will be applicable one time for each emergency CIPP lining installation. 49 Additional work beyond the scope identified in the current Work Plans will use the 50 Unspecified line item as authorized by the Pinellas County Project Manager. 51

03/15/22 00 75 00–2 PC – 001933DEF

Each individual location or line segment contained in a Work Plan is to be considered an 2 “individual project” such that all work, including cleanup, lateral reinstatement, grouting 3 and sealing, post PACP inspection video and MACP inspection (level 2) video must be 4 fully completed before it can be considered for payment; there will not be any partial 5 payments for any individual pipe segments. Pre-cleaning/surface preparation will be 6 billed as an individual line item per linear foot as identified in the Measurements & Pay 7 section. Lump Sum payment items for MOT and by-pass pumping can be considered for 8 payment on a percentage basis calculated as the number of pipe segments completed 9 during the payment period divided by the total number of pipe segments within the Work 10 Plan. 11

The work includes furnishing all plant, labor, tools, equipment, materials, and performing 13 all operations, including mobilization, in connection with rehabilitation of 8" through 18" 14 gravity sanitary sewer lines using Cured-in-Place pipe liner. All lining material shall be 15 suitable for use in domestic sewage. All liners shall be installed by the inversion method 16 (ASTM F1216-09) and cured with steam or water. Pre & post National Association of 17 Sewer Companies (NASSCO) Pipeline Assessment and Certification Program (PACP) 18 video inspections are required for each line segment including a Manhole Assessment 19 and Certification Program (MACP) manhole video (level 2 for post) inspection on each 20 end of line segment. All video inspections shall be delivered in electronic file format 21 compatible with GraniteNet latest edition. All video inspections shall be 22 reviewed/certified by the Contractor as meeting the NASSCO standards and delivered to 23 the County no later than twenty-one (21) days after completion of liner installation. 24 Pipelines to be rehabilitated may be in backyard easements, wetlands, light traffic 25 subdivision roadways or highways. Temporary Traffic Control plans conforming to 26 Florida Department of Transportation and Pinellas County requirements are required for 27 all work in public roadways. Where applicable, FDOT Standard Indices may be used for 28 Temporary Traffic Control Plans. Where FDOT Standard Indices do not apply, signed 29 and sealed Temporary Traffic Control plans by a professional engineer shall be provided 30 by the Contractor. All Temporary Traffic Control Plans shall be submitted and receive 31 written acceptance by the County prior to installation. Work in FDOT R/W’s that requires 32 lane closures typically will only be allowed Sunday – Thursday 8:00 PM – 5:30 AM or as 33 required in yet to be obtained FDOT Utility Permits. The successful bidder’s method for 34 installation of CIPP shall meet these requirements and provide submittals meeting this 35 requirement. The Contractor shall be responsible for obtaining Right of Way Use Permits 36 for all work. 37

All pipes requiring CIPP rehabilitation will require sewage flow control and/or by-pass 39 pumping during the rehabilitation process. Actual sewer flow rates for each pipe 40 segment have not been determined, however, the maximum flow rates per pipe segment 41 can be estimated based on pipe diameter size and slope. 42

It shall be assumed that pipelines are to be rehabilitated with the work defined in this 44 contract. If the Contractor feels point repairs are necessary to complete lining of a 45 particular main line segment, the County will make the necessary repair or cancel that 46 section of work at no cost to the County. 47

The Contractor shall be responsible for all material removed from the sewer and shall 49 properly dispose of materials in accordance with the appropriate regulatory agency 50 requirements and shall supply documentation of conformance to these requirements. 51
