Technical Specifications Summary: GROW Multi-Well Plugging Package

This is a Technical Specifications document prepared by the West Virginia Department of Environmental Protection (DEP), Office of Oil and Gas, for the plugging and remediation of two abandoned oil and natural gas wells located in Wirt County, West Virginia. The project involves the plugging of wells API# 47-105-01416 and API# 47-105-01417, both situated near Freeport, WV along Route 47. The scope of work encompasses site preparation, well plugging operations, and site reclamation in accordance with West Virginia Code 22-6-23 and 22-6-24. Site preparation activities include clearing and grubbing vegetation, installing erosion and sediment controls, constructing service roads (approximately 757 feet for API# 47-105-01416 and 3,200 feet for API# 47-105-01417), installing silt fence, and establishing cellars around wellheads. Both wells require complete plugging to total depth (estimated at 250 feet), with well-specific considerations including gas and oil leakage at API# 47-105-01416 and gas, oil, and saltwater leakage at API# 47-105-01417. The document provides comprehensive technical specifications for thirty-seven line items, including rig and crew requirements (minimum three-person crew), mobilization and demobilization, equipment rentals, materials, and disposal services.

The technical specifications establish detailed functional and performance requirements for all equipment, materials, and services necessary to complete the project. Payment terms are structured as hourly rates for rig and crew operations, vacuum trucks, heavy equipment, power swivels, mud/mixing pumps, and welder services; per-day rates for power tongs; per-foot pricing for casing, tubing, and drill pipe; per-barrel rates for disposal services; per-ton pricing for gravel, topsoil, and solid waste; and lump-sum amounts for site preparation and site reclamation per well. The DEP will obtain and pay for all local, state, and federal permits necessary for contract completion, with the responsible party designated as "UNKNOWN - DEP PAID PLUGGING CONTRACT." Work is restricted to Monday through Friday, with a maximum ten-hour workday unless emergency situations or departmental approval warrant extended hours. A Project Coordinator will oversee the contract and serve as the primary point of contact for the contractor. All work must comply with the West Virginia Erosion and Sediment Control Field Manual (May 2012) and applicable environmental regulations. The document does not specify contract award dates, response deadlines, or funding sources within the technical specifications section.
