1 FOREWORDS
The United States Tri-Mission in Rome needs to award a contract for a new vertical platform lift for materials to be installed outside the USUN building, Rome. It should be Code compliant, locally procured and locally maintainable.
2 GENERAL
• The contractor shall supply all the installation materials and equipment, skilled and unskilled labor, technical supervision, as well as logistic and administrative support. The contractor shall also supply all accessory services such as:
transportation, moving furniture, provide equipment and tools, disposal of debris, daily cleaning the work area and nearby premises, and anything else necessary to complete the project in compliance with the present specifications
• Maximum attention is required to ensure the safety of personnel working on-site.
Workers must operate in compliance with both local and U.S. safety codes. Since the work site is located within a residential complex, temporary safety protection measures for both third parties and workers must be installed with care, attention, and in full compliance with safety standards. Construction sites and staging areas must be secured and made inaccessible to unauthorized personnel, especially during non-working hours when the site is closed.
• The Contractor shall be responsible for submitting samples of materials and supplies to be used for approval by the COR.
• The Contractor shall verify all quantities and dimensions before placing orders for furniture and materials.
• Work execution special care:
o Provide protection for existing materials adjacent to the work area or along travel paths to prevent damage to materials, surfaces, and finishes. Such protection shall be freestanding whenever possible and of sufficient size and thickness to withstand impacts from falling debris, rolling objects (e.g., equipment, machinery, handcarts), material movement, and sparks from flame cutting. Provide all necessary devices, lifts, scaffolding, and anchors required for the proper installation of protective measures.
o Provide protection to shield objects from dust and construction activities.
Elevators must be adequately protected using rigid materials to prevent surface abrasion and impact damage, supplemented by soft cushioning to prevent surface wear.
o Protection shall prevent damage to all existing building elements and finishes, including but not limited to walls, floors, ceilings, moldings, decorative reliefs, stairs, handrails, and other architectural features and equipment.
Embassy of the United States of America - Rome, Italy Page 4 of 10 o Maintain all protective devices in sound condition until the completion of the work. Repair or replace protective devices as necessary to ensure their effectiveness.
3 SAFETY STANDARDS
The Contractor shall comply with all the applicable health and safety obligations provided by Legislative Decree No. 81/2008 (Consolidated Law on Occupational Health and Safety).
The main objective is to eliminate or, where not possible, to reduce to the minimum any exposure of workers to risks arising from work-related activities.
To this end, the Contractor is required, when applicable, to submit the Risk Assessment Document (Documento di Valutazione dei Rischi – DVR) or the Operational Safety Plan (Piano Operativo di Sicurezza – POS), to provide adequate and documented training to workers, to supply appropriate individual and collective protective equipment (PPE and CPE), and to fully comply with all the other obligations set forth under Legislative Decree 81/2008.
Submission of the Operational Safety Plan (POS).
Within 10 calendar days after receiving the Notice to Proceed, the awarded Contractor must submit a detailed Operational Safety Plan (POS).
The POS must clearly identify the following key professional figures:
• Site Technical Director (Direttore Tecnico di Cantiere): The individual responsible for managing the construction site on behalf of the Contractor. This role may be fulfilled by either an internal employee or an external professional formally appointed by the company. This figure is not to be confused with the Construction Supervisor (Direttore dei Lavori), who is appointed by the Client and is responsible for verifying that the works are carried out in compliance with the design and technical specifications.
• Supervisor (Preposto): An individual who, by the nature of their duties, supervises the work of others (e.g., site manager, workshop head, department chief). The Supervisor must be adequately trained to fulfill the responsibilities assigned under Art. 19, paragraph 1, letter g) and in accordance with the objectives of Art. 37 of Legislative Decree 81/2008.
The Supervisor shall ensure, continuously and effectively, that:
1. Workers comply with safety instructions and the provisions of the safety plan;

2. Personal protective equipment (PPE) is used as required;
3. Any deficiencies in procedures, tools, PPE, or persistent non-compliance are promptly reported to the employer or manager.
• The contractor has to send the list of personnel who will work on site. The workers have to be regularly registered and if there is a subcontractor this has to present the documents requested too. All workers have to understand and speak Italian.
4 DESCRIPTION OF WORK
The contractor shall supply and install a vertical hydraulic platform lift designed for transporting materials between the upper parking lot level and the basement. The installation shall include all necessary site preparation, demolition, electrical modifications, and compliance with relevant codes and standards. The contractor shall ensure the lift is fully operational, safe, and meets all specified requirements. All work must be performed in accordance with applicable local, national, and international standards, ensuring safety, reliability, and durability.
Site Preparation
1. Establish the construction site, including:
o Installation of a dedicated temporary electrical panel.
o Provision of necessary equipment, tools, and protective measures to ensure safe execution of the work.
o Implementation of safety barriers, signage, and lighting to secure the work area and ensure worker and public safety.
o Conduct a pre-construction survey to identify and mitigate any risks to adjacent structures or utilities.
2. Ensure compliance with environmental regulations, including dust suppression measures and noise control during site preparation activities.
Demolition and Disposal
1. Excavate the elevator pit to a depth of 1.50 meters, ensuring proper shoring and stabilization of surrounding soil to prevent collapse.
2. Manage debris by loading and unloading at any height or floor, either manually or using mechanical devices.
3. Dispose of all debris and waste materials at an authorized dump site. Ensure disposal certificates are obtained and provided to the U.S. government representative.

4. Conduct a post-demolition inspection to confirm the site is ready for subsequent construction activities.
Pit Base Screed
1. Supply and compact gravel to a depth of 30 cm, ensuring proper grading and compaction to prevent settling.
2. Construct the base screed using cement mortar with a dosage of 300 kg/m³ and a thickness of 20–30 cm, including reinforcing mesh.
3. Insert four 100mm pipes into the formwork before pouring concrete to facilitate water drainage. Ensure pipes are properly aligned and secured to prevent movement during concrete pouring.
4. Conduct quality control testing on the screed, including compressive strength tests, to ensure compliance with specifications.
Electrical System Modification
1. Supply and install a new distribution panel equipped with:
o Magnetothermic circuit breaker with GFCI, 2 poles, 16A, id: 0.3A.
o Electrical cable FG16OM16 - 3G2.5.
2. Ensure all electrical work complies with applicable codes and standards, including grounding and bonding requirements.
3. Conduct electrical testing and certification to verify proper installation and functionality.
Elevator Characteristics The contractor shall supply and install a vertical hydraulic retractable platform lift with the following specifications:
• Load Capacity: 300 kg.
• Cabin Access: Two stops with doors installed on opposite sides.
• Speed: 0.15 m/s.
• Pit Depth: 0.975 m.
• Shaft Dimensions: 1.125 x 1.23 m.
The lift must meet the following requirements:
o Self-closing landing doors with mechanical locks and electrical contacts.
o Call stations at both landings, equipped with illuminated buttons for visibility in low-light conditions.
o Operational controls on the platform, including a stop switch and emergency stop button.
Embassy of the United States of America - Rome, Italy Page 7 of 10 o Battery backup for operation in either direction during power outages to move the lift to the nearest landing and open the door. (automatic rescue operation) o Wired telephone alarm system connected to a 24/7 monitoring service.
2. Warranty and Maintenance:
o A one-year comprehensive warranty covering labor and materials.
o An annual maintenance agreement, including all labor and materials required to ensure safe and reliable operation in compliance with the original equipment manufacturer’s requirements. Maintenance tasks and materials are detailed in Attachment 1.
3. Documentation:
o Provide a detailed owner’s manual in English, including:
Wiring diagrams.
Operational instructions.
Maintenance instructions.
Component lists and sourcing information for spare parts.
o Submit documentation for approval, including manufacturer details, size, speed, capacity, finishes, and code compliance.
4. Certification and Compliance:
o CE Marking.
o Certification by a notified body.
o Notification of commissioning to the Municipality/competent authority.
Runway and Railings The contractor shall make any necessary modifications to the current runway and railings to ensure compliance with applicable codes and standards. Modifications must include:
1. Installation of guardrails and barriers to prevent accidental falls.
2. Minor adjustment of runway dimensions to accommodate the lift shaft and ensure smooth operation.
Acceptance Testing Upon completion, the contractor shall perform acceptance testing in the presence of a U.S. government representative. Testing shall be scheduled in advance and include verification of all lift functions, safety features, and compliance with relevant codes.

Code Compliance The new lift shall comply with the latest relevant codes, including:
• UNI EN 81-31.
• UNI EN 81-20/50.
• Any additional local or national codes applicable to elevator installations.
Deliverables
1. Owner documentation shall be provided on the day of acceptance testing, including all manuals, certifications, and submittals.
2. Disposal certificates for all waste materials.
3. Maintenance agreement documentation as outlined in Attachment 1.
4. Detailed test report following acceptance testing.
Material Guideline
All materials specified below are intended as guidelines. "Or-Equal" items proposed by the Contractor that are believed to be equal to or better than those named in the specifications listed below shall be approved by the Government. All samples shall be submitted to the C.O.R.
ATTACHMENT 1
MAINTENANCE TASKS DESCRIPTION
The objective of scheduled routine maintenance is to eliminate or minimize systems malfunction, breakdown and deterioration. Contract maintenance of the building elevators must ensure continuous, safe, and satisfactory operation of all building elevators, their parts and components. As a minimum, the Contractor shall schedule routine maintenance in accordance with the manufacturer recommendations and including all tasks herein described.
3.2.1 EVERY THREE MONTHS

• Clean chair lift surfaces.
• Dust machines.
• Function tests of the entire system
3.2.2 EVERY SIX MONTHS
• Test parachute;
• Test safety micro switch contacts.
• Check wear and tear on cables and test slip;
• Test compensation chains and their attachments;
• Test electrical circuit insulations;
• Test electrical connections to the ground;
• Test car soundness and slack on lift rails;
• Test and lubricate locks on individual floors;
• Test emergency stop
• Test alarm bell, lights, chair lift signals and relative push buttons.
• Check oil level;
• Check motors.
• Check all batteries of the system
• Load test with a weight greater than 1.1 of the permissible load.
• Test push button on the chair lift and floor, included remote control.
• Check lights and push buttons on each floor;
MATERIALS INCLUDED
• Batteries of the system and remote controls;
• Push buttons at each loading floor and inside the chair lift or cab;
• Door contacts, electronic sensors, locks, chair door hinges and external door hinges;
• Landing and leveling system, including stop limits.
• All control components including: Fuses, relays, timers, capacitors, displays, circuit board etc;
• Cleaning material;
• All oil and lubricants;
• Indicating lights, inside & outside the elevator systems;
• Retractable runners
• Exposed hydraulic supply lines, gaskets and cylinder packing.
• Bearings
• Bushings
• All AC and DC electrical motors including: hoist motors, door operator motors, motor generators etc.
• Speed regulator and rupture valves for hydraulic systems.
• Any component required for safe, reliable operation.
