Subsequent deliveries are requested by the Government with one week notice, with historical data showing approximately 8–10 deliveries annually totaling 40,000–42,000 gallons. All contract personnel must comply with federal security requirements including background vetting, E-Verify employment eligibility verification, access control procedures, and security awareness training. Deliveries occur at Dworshak Project near Orofino, Idaho, during normal business hours Monday–Thursday, 7:30 AM–4:00 PM.

TECHNICAL SPECIFICATION

DWORSHAK DAM LIQUID FERTILIZER

1.0 BACKGROUND

The U.S. Army Corps of Engineers, Walla Walla District, Dworshak Dam (Dworshak Project) provides nutrient supplementation to Dworshak Reservoir to balance levels in the Reservoir and to enhance Reservoir productivity.

To accomplish this, Dworshak Project applies liquid fertilizer in a prescribed amount weekly during the months of May through September.

2.0 SCOPE

Dworshak Project requires supply and delivery of liquid 32-0-0 Urea Ammonium Nitrate, to include the provision of storage tank(s) with approximately 10,000 gallons capacity and pumping system for transferring fertilizer from storage tank to Government-owned mobile tanks. Deliveries of fertilizer will be as needed to operate the nutrient supplementation program. The maximum quantity is not expected to exceed 43,000 gallons.

3.0 FERTILIZER SPECIFICATION

3.1 Fertilizer Specification

The Contractor shall provide liquid urea ammonium nitrate (32-0-0) fertilizer. This fertilizer shall be standard industry formulation for this type of fertilizer. The fertilizer shall be in liquid form for application to aquatic lake ecosystems.

3.2 Initial Testing Requirement

3.2.1 At least two weeks prior to the first delivery of fertilizer, the Contractor shall provide to the Project Point of Contact (POC) an independent laboratory analysis verifying the nutrient levels of the fertilizer (32-0-0) of the product to be provided in percent of each nutrient and all trace metals in parts per million for the product.

3.2.2 Of concern to the Government are the levels of arsenic, zinc, cadmium, and other trace metals or contaminants that may be contained in the liquid fertilizer that is to be applied. The formulation for this fertilizer should have the lowest levels of these metals and other contaminants as possible.

3.2.3 Laboratory analysis shall comply with analytical and sampling test methods described in the latest version of U.S. Environmental Protection Agency’s publication SW-846, “Test Methods for Evaluating Solid Waste, Physical/Chemical Methods.” Specific tests and target maximum levels of metals are described in Attachment 1 of this specification. Generally accepted alternative test methods may be acceptable, as long as the required levels of accuracy are demonstrated and achieved.

3.3 Subsequent Testing Requirements

Additional laboratory reports are required, not less than one week prior to delivery for, each subsequent load of fertilizer requested, or, alternately, the Contractor may provide attestation that that the material being delivered is from the same unaltered source and pick up point as a previously tested and accepted product.

4.0 FERTILIZER STORAGE

4.1 Tank Specification

The Contractor shall provide one or more storage tanks to hold delivered fertilizer at Dworshak Project. The Offeror shall provide with their quote photos, cut sheets, and/or other appropriate documentation necessary for the Government to determine whether the storage tanks offered meet all requirements listed below.

4.1.1 Capacity. Total capacity shall be minimum 9,000 gallons and maximum 10,000 gallons.

4.1.2 Quantity. If more than one tank is supplied, the setup must be configured so that only one filling/dispensing location is required (separate dispensing on multiple tanks will not be accepted). Storage tanks shall meet State of Idaho standards for fertilizer storage.

4.1.3 Sight Gauge/Safety Valve. Tank(s) shall be equipped with a sight gauge with safety valve, for convenient and accurate visual tracking of product levels and to ensure minimal loss of product in case of a hose leak or break.

4.2 Secondary Containment

The Government will provide secondary containment for the storage tank(s). The dimensions of the available area within the containment area are 30 feet by 20 feet (2 feet high). The Contractor shall be responsible for repair or replacement of any damage to the containment area or liner during placing and/or removal of the Contractor-owned tanks. The photos in attachment 3 show the secondary containment area open for loading tank(s) and an example of tanks enclosed within.

5.0 FERTILIZER PUMPING SYSTEM

5.1 Mobile Tank Systems

The Government will utilize its own mobile tanks for temporary storage and application of the liquid fertilizer. One tank is a 4,000 gallon stainless steel tank with an 8-inch lid on the top of the tank. The other tank is a 300 gallon polyethylene tank with a 4-inch diameter opening on the top of the tank.

5.2 Pumping System

The Contractor shall provide a pump delivery system to transfer the fertilizer from the storage tank to the Government-owned mobile tanks. No electricity is available at the storage tank site. The delivery system shall have a 2-inch gas-driven pump, capable of pumping 1,500–2,000 gallons per hour, with 40 feet of 2-inch diameter delivery hose provided. The hose shall have industry standard cam-lock couplers, so the Government can extend the hose if necessary. The Contractor shall be responsible for maintenance, repair, and/or replacement of the Pumping System in the case of failure.

6.0 DELIVERY

6.1 Project Security Requirements

6.1.1 General security requirements and guidance: The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures—this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

6.1.2 Physical security and access control requirements: All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

6.1.3 Escorting in classified and/or sensitive areas: In accordance with applicable regulations, all contract personnel who do not possess the appropriate security clearance or access privileges will be escorted in areas where they may be exposed to classified information or operations, sensitive information or activities, or restricted areas.

6.1.4 Pre-screen candidates using E-Verify Program: Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 (reference the Revolutionary Federal Acquisition Overhaul (RFO) Subpart 22.18) in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i) (reference RFO 22.1802- 1(b)). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

6.2 Delivery Location and Scheduling

All items in this Contract shall be delivered to Dworshak Project, approximately five miles west of Orofino, Idaho, off Highway 7. This location is accessible for large tractor-trailers for delivering the fertilizer. Maps illustrating the fertilizer storage/delivery location are included in Attachments 2 and 4. Deliveries shall normally only be made during normal Project business hours, Monday–Thursday between 7:30 AM and 4:00 PM.

6.3 Storage Tanks and Pumping System

The storage tank(s) and pumping system shall be delivered between April 20 and April 23, 2026, inclusive, and the empty tanks shall be removed as early as practicable for both the Government and Contractor after the end of the application season.

6.4 Fertilizer

6.4.1 General Requirements. The Government has a rigid requirement to apply fertilizer to Dworshak Reservoir on a weekly basis from May 1 through September 30 each year, and this requirement is carefully tracked and managed by Project personnel. All deliveries shall be coordinated with the Government POC.

6.4.2 Pumping. The Contractor’s delivery personnel shall pump the fertilizer from the transport tank into the Contractor-supplied storage tank for the Government’s use.

6.4.3 Initial Delivery. The first delivery of fertilizer shall be made after the delivery of the storage tank(s) and not later than April 30, 2026.

6.4.4 Subsequent Deliveries. Subsequent deliveries shall be requested by the Project POC based on actual program requirements. The Government will provide the Contractor at least one week notice of each delivery requirement and, except for the final load of the season, will request full-capacity loads. The Contractor shall coordinate with the Project POC to ensure delivery within the required timeframe and availability of Project personnel for access to the storage site.

6.4.5 Option CLIN. If the Government chooses to exercise the option CLIN for an additional 1,000 gallons, the contract modification must be released before September 30, 2026.

6.4.6 Actuals for Delivery. The actual amount of fertilizer ordered during the season will vary based on prescription and Reservoir conditions, as well as the Contractor’s delivery capacity. The Government makes no guarantee, express or implied, that all the quantity awarded on this contract will be requested or purchased. The following table indicates total gallons delivered and number of deliveries for the prior five years of this requirement:
