This document comprises four attachments providing technical specifications and site information for a fertilizer delivery project at Dworshak Dam and Reservoir.

Attachment 1 establishes laboratory analysis requirements for total metal concentration in fertilizer products. Eight metals (Arsenic, Cadmium, Cobalt, Lead, Molybdenum, Nickel, Selenium, and Zinc) must be analyzed using Inductively Coupled Plasma/Mass Spectroscopy (ICP/MS) method 6020, with target concentrations below 1.0000 ppm for all eight metals. Mercury analysis requires Atomic Absorption methods 7470A or 7471A with a target concentration below 0.5000 ppm. Sample preparation must follow EPA method 3050B, except for mercury analysis which uses procedures described in methods 7470A and 7471A. All laboratory analysis must comply with the latest version of U.S. Environmental Protection Agency publication SW-846, "Test Methods for Evaluating Solid Waste, Physical/Chemical Methods," accessible at https://www.epa.gov/hw-sw846 or through the National Technical Information Service (NTIS).

Attachments 2, 3, and 4 provide geographic and facility information for the fertilizer delivery location. Attachment 2 presents a map of Dworshak Dam and Reservoir identifying the fertilizer delivery location near Ahsahka, Idaho, accessible via Highway 13 and Highway 7, with Bruce's Eddy Boat Launch noted as a nearby reference point. Attachment 3 shows photographs of secondary containment infrastructure, including a lined containment basin and three green storage tanks positioned within a concrete containment area. Attachment 4 provides an aerial map of the Dworshak Reservoir Nutrirification Project indicating the desired tank location (marked with a green circle), adjacent Resource Maintenance Office, and relevant COE public and service roads for site access.
