The project involves the installation of approximately 4,000 linear feet of 12-inch waterline along with associated appurtenances within a 20-foot-wide waterline easement located on Peoples Road and FM 1488 in Conroe, Texas. The work encompasses all components of water installation within City of Conroe right-of-way and easement, primarily situated within the Texas A&M University System tract. Key work elements include temporary sediment and erosion controls, utility locating and subsurface exploration, trench safety systems with depths exceeding five feet, groundwater control and dewatering, trenchless construction for specific road and driveway crossings, installation of water valves and fire hydrants, site restoration through grading and hydroseed, and final testing and disinfection of the waterline system. The contractor must coordinate with affected property owners, maintain public access throughout construction, and adhere to City of Conroe Public Works scheduling (Monday-Thursday, 7:30 a.m. to 5:30 p.m.) with 48-hour notice required for water outages and property notifications.

The specifications require extensive submittals prior to work commencement, including performance and payment bonds, certificates of insurance, subcontractor lists, construction schedules in Microsoft Project format, shop drawings, product data, and professional engineering certifications for trench safety systems. All materials must be domestic products (made in USA) and approved by the City prior to installation, with specific requirements for PVC piping meeting AWWA C900 standards, ductile iron fittings, tracer wires for utility location, and cement-stabilized sand backfill with minimum compressive strength of 100 psi at 48 hours. The contractor must provide daily reports, maintain a qualified project superintendent fluent in English available on-call 24 hours daily, implement traffic control per TMUTCD guidelines, and ensure zero leakage during hydrostatic testing with bacteriological test results showing no coliform present before project acceptance. Mobilization costs are limited to a maximum of five percent of the total construction amount, with partial payments made upon verification of bonds, insurance, equipment mobilization, safety setup, and project signage installation. The contractor assumes full responsibility for trench safety compliance, existing utility protection, means and methods of construction, environmental compliance regarding hazardous waste handling and disposal, and indemnification of the City for any injuries resulting from construction-related incidents.
