Fabric.

PART 3 – EXECUTION

3.01 Excavation

3.01.1 Drainage - Excavation shall be performed so that the area of the site and the area immediately surrounding the site, which affects operations at the site, will be continually and effectively drained. Water shall not be permitted to accumulate in excavations. Excavations shall be drained by pumping or methods approved by the COR to prevent softening of the excavation bottom, undercutting of footings, or other actions detrimental to proper construction procedure.

The Contractor shall follow all applicable State and EPA guidelines and requirements for the protection of “storm water runoff”. All catch basins shall be protected with silt fabric and hay bails. All water pumped from excavations shall be filtered prior to entering the Airport’s drainage system.

Topsoil, when stored, shall be kept separate from other excavated materials.

Topsoil in excess of that required for preparation or repair of new or existing lawn areas, shall be disposed of off the site by the Contractor at no additional cost to the Government.

3.01.5 Utilization of Excavated Materials - All materials not meeting the requirements of paragraph 2.01.1 or all excess materials created as a result of any grading or excavating operations shall be disposed of off the site by the Contractor at no additional cost to the Government. Excavated materials meeting the requirements of paragraph 2.02.1 shall be used in the work, insofar

TF Green Airport VOR Monitor Antenna Replacement

October 2019 02200-3 Excavation and Backfill as practicable. All material to be disposed of shall be done in a manner approved by the COR.

3.01.6 Inspection of the Excavated Area - When excavations have reached the required depths, the excavated surfaces shall be inspected and approved by the COR before proceeding with further construction in the excavated area.

3.02 Fill and Backfill

3.02.1 Weather Conditions - No fill or backfill operations shall be performed when weather conditions are determined to be inclement by the COR.

3.02.2 Preparation of Surface for Fill - All surfaces designated to receive fill material shall be inspected per paragraph 3.01.6 prior to material placement.

The finished material shall be smooth, compacted and free from irregular surface changes. The degree of finish shall be that of ordinarily obtained from blade-grader operations or, where more suitable, hand raking.

3.02.3 Fill for Open Areas - All open areas to receive seed or sod shall be filled to within four (4) inches of the final grade with materials meeting the requirements of paragraph 2.02.1. The final four (4) inches shall be filled with loam and/or topsoil. Fill beneath this layer shall consist of satisfactory material free of rocks larger than four (4) inches and shall be placed in layers of no greater than eight (8) inches, loose measurement. All layers shall be compacted to 90 percent of maximum density. If requested, at the discretion of the COR, the Contractor shall have a sample of the trench line tested, using Standard ASTM methods, for compacted in place density. The Contractor is responsible for a maximum of one in place test (including reference tests and soil sampling) for every 100 feet of trenching.

3.02.4 Placing of Topsoil - The placing of “topsoil” (i.e. loam or high organic soil) shall meet requirements as defined in Section 02880 Seeding and Mulching.

On areas to receive topsoil, spreading shall not be done when the ground or topsoil is frozen, excessively wet or otherwise in a condition detrimental to the work. Spreading shall be carried on so that turfing operations can proceed with a minimum of soil preparation or tilling. After spreading, any large, stiff clods and hard lumps shall be broken with a pulverizer or by other effective means and all stones and rocks (1 inch or more in diameter), roots, litter or any foreign matter shall be raked up and disposed of by the Contractor.
