About this file

The document is a Technical Response for the Florida Department of Children and Families (DCF) Invitation to Bid (ITB) 2425 055 for Child and Family Well-Being Personnel Training. The solicitation seeks a provider to deliver comprehensive training services across six Florida regions, including in-person, virtual, and online instructor-led sessions focusing on soft skills such as time management, problem-solving, leadership, supervision, communication, and personal development. The training categories encompass Frontline Skill Development, Leadership Development, Trainer Development, Speaking Engagements, and Customized Training, with an anticipated participant range of 25-100 individuals per training category. The response deadline is set for June 12, 2025, at 10:00 AM, with an anticipated contract start date of July 1, 2025, for a three-year contract period potentially renewable under Florida Statutes.

The procurement emphasizes vendor expertise in child welfare training, requiring submission of three previous training evaluations and potential subcontractor details. The department intends to award to the lowest responsive bidder and encourages participation from woman-, veteran-, and minority-owned business enterprises. Vendors must complete a comprehensive Required Certifications form, confirming compliance with state statutory requirements. The contract will be processed through MyFloridaMarketPlace with a fixed-rate payment method and monthly invoicing, with no advance payments permitted. Vendors will be responsible for developing training plans, conducting needs assessments, and submitting quarterly status and annual summary reports, with financial consequences for failing to meet performance measures. The solicitation is mandated by Section 402.40, F.S., which requires ensuring staff have the necessary knowledge, skills, and abilities to competently provide child welfare services.
