TECHNICAL EVALUATION

800 Light Vehicles (70% must be four (4) door cars), 15% must be two (2) door cars and 15% must be a combination of Pickup trucks, SUV’s and Van’s

1.1.1 All air bag system must be disabled in all vehicles delivered.

1.1.2 All motors and transmissions must be properly mounted and fluids evaded before delivery.

1.1.3 All fuel lines must be removed and fuel tanks completely purged at least three times with water before delivery.

1.1.4 All suspension components such as sway bars, stabilizer bars, steering linkage, leaf and coil springs shall reasonably function.

1.1.5 All exterior body panels shall be present and attached.

1.1.6 Bumpers shall be present and attached in all vehicles delivered.

1.1.7 On all vehicle all the doors, windows and windshields must be intact, mounted and working before delivery.

1.1.8 Vehicle shall have four tires with rims, all tires must holds air.

1.1.9 Every seat must be present in every vehicle delivered.

1.1.10 All Seat belts must be present and mounted correctly before delivery.

1.1.11 All roofs/tops with the pillars shall be in place. Convertible vehicles are not acceptable.

1.1.12 Hood, hatch and trunk lids shall be intact and functioning before delivery.

1.1.13 The interior portion of the vehicle (passenger/trunk compartment) shall be clear of any trash, loose items, animal carcasses, graffiti, markings or bug/rodent infestations before delivery.

1.1.14 The exterior portion of the vehicle shall be clear of any loose items, graffiti and/or inappropriate markings before delivery.

1.1.15 The trunk, hatch or bed portion shall be clear of any loose items; the only thing that can be in the trunk/bed of the vehicle is a spare tire, no exceptions.

1.1.16 Must have a legal and transferrable title at the time of delivery/acceptance.

1.1.17 Both the two (2) and four (4) door sedans must be a minimum class type/mid-size.

1.1.18 Vendor provided vehicles shall remain with the Government until such time as the usage is complete then vendor will pick up those that no longer meet the government’s requirements.

1.1.19 Vehicle weight shall not exceed 10,000 lbs.

Five School Buses

1.2.1 Bus shall seat 44 or more passengers.

1.2.2 All seats must be present and in place before delivery.

1.2.3 All tires must be present and attached before deliver.

1.2.4 All fluids must be evaded from the buses before delivery.

1.2.5 All fuel lines must be removed and fuel tanks if still attached must be completely purged at least three times with water before delivery.

1.2.6 The buses motor or transmission are not required at time of delivery. If they’re present at time of delivery the engine and transmission must be purged and free of any fuels, oils or grease before delivery.

1.2.7 Back door must be present and attached at time of delivery.

1.2.8 All exterior body panels shall be present and attached.

1.2.9 The interior portion of the buses (passenger compartment) shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations before delivery.

1.2.10 The exterior portion of the buses shall be clear of any loose items, graffiti and/or inappropriate markings.

1.2.11 The buses must have a legal and transferrable title at the time of acceptance.

1.2.12 Vendor provided buses shall remain with the Government until no longer needed then the vendor shall pick up used buses when it no longer meets the governments requirements.

Three School Buses

1.3.1 Bus shall seat 44 or more passengers.

1.3.2 All seats must be present and in place before delivery.

1.3.3 All tires must be present and attached before deliver.

1.3.4 All fluids must be evaded from the buses before delivery.

1.3.5 All fuel lines must be removed and fuel tanks if still attached must be completely purged at least three times with water before delivery.

1.3.6 The buses motor and transmission must be present and be purged and free of any fuels, oils or grease before delivery.

1.3.7 Back door must be present and attached at time of delivery.

1.3.8 All exterior body panels shall be present and attached.

1.3.9 The interior portion of the buses (passenger compartment) shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations before delivery.

1.3.10 The exterior portion of the buses shall be clear of any loose items, graffiti and/or inappropriate markings.

1.3.11 Must have a legal and transferrable title at the time of acceptance.

1.3.12 Vendor provided buses shall remain with the Government until no longer needed then the vendor shall pick up used buses when it no longer meets the governments requirements.

Two Semi Trucks

1.4.1 The two simi-tractor trucks must be a class 8 truck tractor.

1.4.2 All tires must be present and attached before deliver.

1.4.3 All fluids must be evaded from the simi-tracker trucks before delivery

1.4.4 All fuel lines must be removed and fuel tanks if still attached must be completely purged at least three times with water before delivery.

1.4.5 All doors must be present and attached but the simi-tractor truck can be wrecked vehicle.

1.4.6 Must have a legal and transferrable title at the time of acceptance.

1.4.7 All exterior body panels shall be present, can be wrecked.

1.4.8 The interior portion of the trucks (passenger compartment) shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations before delivery.

1.4.9 The exterior portion of the trucks shall be clear of any loose items, graffiti and/or inappropriate markings before delivery.

1.4.10 Trucks do not have to be in operational condition at time of delivery.

1.4.11 Trucks must have a 5th wheel, air and electrical connections present.

1.4.12 Vendor provided trucks shall remain with the Government until it no longer meets the government’s requirement.

One Standard Box Trailer

1.5.1 Box trailer must have double axels.

1.5.2 The box trailer must have 8 attached tires at time of delivery; they can be flat.

1.5.3 The box trailer must be at a minimum of 45’ but no greater than 53’ length, overall width 96”, overall height 136”.

1.5.4 All box trailer doors must be present and attached at time of delivery.

1.5.5 Must have a legal and transferrable title at the time of acceptance.

1.5.6 All box trailer exterior body panels shall be present and attached at time of delivery.

1.5.7 The interior portion of the trailer shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations before delivery.

1.5.8 The exterior portion of the trailer shall be clear of any loose items, graffiti and/or inappropriate markings at time of delivery.

1.5.9 The box trailer must have air hose connections and electrical connections present.

1.5.10 The box trailer must have a king pen hook up.

1.5.11 The interior flooring of the box trailer will be wood.

1.5.12 The trailer must a double door opening that is 87” or greater

1.5.13 Vendor provided trailer shall remain with the Government until it no longer meets the government’s requirement.

One Tanker Trailer

1.6.1 The tanker trailer must be a double axel trailer.

1.6.2 This trailer must have 8 each 24.5” tires and they must be present and attached at time of delivery; they may be flat.

1.6.3 The tank must at a minimum be 7,500 gallon capacity tank and capable of being sealed, the tank must be completely purged at least three times with water before delivery.

1.6.4 The tanker must have a legal and transferrable title at the time of acceptance.

1.6.5 The interior portion of the trailer shall be clear of any trash, loose items, and/or animal carcasses, graffiti, markings or bug/rodent infestations before delivery.

1.6.6 The exterior portion of the trailer shall be clear of any loose items, graffiti and/or inappropriate markings before delivery.

1.6.7 The tanker trailer must have air hose connections and electrical connections present at time of delivery.

1.6.8 The tanker trailer must have a king pen.

1.6.9 Vendor provided tanker trailer shall remain with the Government until it no longer meets the government’s requirements.

OPSEC and AT Level I Training Language to be used in PWS as of 3 Nov 2020

OPSEC

The OPSEC Plan and User Agreement: The OPSEC Plan and User Agreement will be available for Contractors to review through the Installation OPSEC Officer. The Contracting Officer’s Representative (COR) will ensure the Contractor is aware of the Installation's OPSEC Plan and is in compliance with the Installation's OPSEC Plan during contract performance.

For contracts that require an OPSEC Standard Operating Procedure/Plan: Contractor shall develop and submit an OPSEC SOP that is in compliance with AR 530-1 within 30 calendar days of contract award to be reviewed and approved by the responsible Government OPSEC Officer. This SOP/Plan will include Government’s critical information, why it needs to be protected, where it is located, who is responsible for it, and how to protect it. In addition, Contractor shall identify an individual who will be an OPSEC Coordinator and is OPSEC Level II certified.

OPSEC Training: Pursuant to AR 530-1, all Contractor personnel must complete initial Level I OPSEC training within 30 calendar days of beginning performance on this contract. For contracts that cross fiscal years, or for contracts with option years, all contractor personnel shall complete annual OPSEC awareness training, to be provided by the Installation OPSEC Office or a certified Level II trained OPSEC Officer. Contact information for this Government employee will be provided at the kick-off meeting.

The Installation OPSEC Office, or a certified Level II trained OPSEC Officer, will provide Level I OPSEC training on Fort Leonard Wood for Contractor personnel working on this installation. The COR will coordinate this training at the time of task order modification or award.

Contractor shall provide a list of personnel trained to the COR within five (5) business days of completion of training.

Contractor personnel working at installations other than FLW shall coordinate with the COR and local OPSEC Office to obtain training applicable to that installation.

AT Level I Training Antiterrorism (AT) Level I Training. All contractor and sub-contractor employees requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training.

IAW AR 525-13, 3 DEC 19, AT Level I Awareness training will be conducted by a certified Level II trained ATO. For contracts that cross fiscal years, or for contracts with option years, all contractor personnel shall complete annual AT Level I awareness training. The Installation AT Office or a certified Level II trained ATO on the installation will provide the training. Contact information for this Government employee will be provided at the kick-off meeting.

The Installation AT Office or a certified Level II trained ATO will provide a one hour training session conducted on FLW for Contractor personnel working on this installation. The COR will coordinate this training at the time of task order modification or award. Contractor personnel working at installations other than FLW shall coordinate with the COR and local AT Offices to obtain training applicable to that installation. Contractor shall provide a list of personnel trained to the COR within five (5) business days of completion of training.

Access and General Protection/Security Policy Procedures. All Contractor and sub-contractor personnel performing tasks on this PWS shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures which will be provided to the Contractor by a Government representative within five working days of Task Order award. Contractor shall provide all information required for background checks to meet installation access requirements as performed by the installation Provost Marshal Office, Director of Emergency Services or Security Office.

Requesting Contractor shall submit request for installation pass to the COR or KO at https://vcc1.icmvcc.com/im3500/. In the event that the automated system at https://vcc1.icmvcc.com/im3500/ is not available (e.g., server problems), the COR or KO will use this process to request a visitors card or pass: (For information on if a visitor card or pass is required and how to pre-register for a card or pass please contact the Fort Leonard Wood Visitor Center at (573) 596- 0590 or Fort Leonard Wood Physical Security Office at (573) 596-0597 or email usarmy.leonardwood.usag.mbx.desvisctr@mail.mil at least 10 working days prior to arrival to allow for adequate responses and/or processing. All requests for cards or passes require a Fort Leonard Wood DoD sponsor. Approved card or pass requests must be picked up by the applicant at the Visitor Center (building 100) during operational hours, 0800-1600 M-F). Contractor personnel shall comply with all personal identity verification requirements as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of the base contract to this task order, should the Force Protection Condition (FPCON) at any facility or installation change, the Government may require changes in Contractor security matters or processes.

If a retiree, or DOD ID card holder, wishes to gain employment on the installation as a contractor, then that person’s “status” will change to a contract employee, which triggers the requirement for an employment background check and an NCIC-III check for access to the installation.

iWatch Training. Within 10 calendar days of contract award and within 10 calendar days of new Contractor employees commencing work on this contract, all Contractor and sub-contractor employees shall review the FLW Directorate of Emergency Services (DES) web link for iWatch training located at http://www.wood.army.mil/LEC/iWatch/iWatch.htm. This locally developed training will inform employees of the types of behavior to watch for and how to report suspicious activity. Suspicious activity shall be reported to the COR or KO.
