Integrated Product and Process Team (IPPT). The Government and contractor shall incorporate an IPPT discipline into the HMA program. The objective of the IPPT is to implement an open shared data/information environment with results oriented objectives of on-schedule delivery of specification- compliant units, continuously improving the various Government/contractor processes, and reducing the system life cycle cost. The IPPT shall also complete the following additional actions throughout the life of the contract:
• Hold IPPT reviews
• Use risk management techniques to document, track, and manage program areas of risk
• Review/concur in program documentation
• Review/concur on all Failed Item Analysis Reports (FIARs), ECPs, Variances, and Trade studies.
The IPPT process as described is solely to facilitate communications between the Government and contractor during contract administration. Responsibility for dealing with issues raised and for meeting all contract requirements remains with the contractor. No communication made during the IPPT process may be construed as a change unless specifically designated by the contracting officer.
Reports, Reviews, Meetings. Reports, reviews and meetings shall be required on an as-needed basis for this contract. Where such reviews occur, the contractor is responsible for generating meeting minutes for the
Government to review and comment if necessary.
Post Award Conference. The Procuring or Administrative Contracting Officer (PCO or ACO) shall schedule a post award orientation to be held NLT 30 days after contract award. The purpose of the orientation is to ensure mutual understanding of the contract and all obligations and responsibilities of the contractor and the Government. Location of this meeting will be at the contractor’s facility or shall be conducted by telephone.

If the Government performs examinations of the contractor’s quality management system, inspection system, quality management system documentation and test hardware used for quality management, test or inspection on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties.
The Government’s right to examine the contractor’s quality management system, inspection system and quality management system documentation including documented statements of a quality policy, documented quality objectives, quality manual, documented procedures and records required by the quality management system standard, documents including records determined by the contractor to be necessary to ensure the effective planning, operation and control of its processes will be limited to the contractor’s facility and also to suppliers facilities that provide products and/or services valued over 20% of the contract total cost.
GOVERNMENT TESTING
The Government reserves the right to conduct independent testing at any time during the life of the contract to demonstrate the HMA meets the interchangeability and performance requirements outlined in the associated product description. Additional testing may be performed in an operational environment when operated by
Soldiers under potential battlefield conditions. Testing shall verify the HMA will be form, fit, functional, and
100% interchangeable with the previously fielded Helmet Mount configuration. Failures during Government testing will be brought to the contractor’s attention for root cause analysis and corrective action.
Initial Production Testing (IPT). An IPT is required for any hardware which incorporates design changes, or has not been produced by the contractor within the past 12 months. A waiver can be requested by the contractor.
The Grovernment reserves the right to approve or deny an IPT waiver request. If an IPT is required, the IPT shall be performed to the extent necessary as agreed upon by the contractor and Government to verify compliance to specification requirements for all characteristics of the product.

BALLISTIC TESTING
Ballistic Testing (9-mm Resistance to Penetration) will be planned and coordinated with the U.S. Army Test and Evaluation Command (ATEC). The Physical Characteristics subtest is not required as part of the ballistic testing. Requests for coordination and guidleines can be made via https://www.atec.army.mil/rfts.html. Ballistic
Testing will be performed for every lot of bolts. Reports will be delivered in accordance with DI-MISC-80246.
A certificate of conformance for ballistics testing must be provided with each delivery.
SUBTEST OBJECTIVE
9-mm Hardware Resistance To
Penetration (RTP)
To verify the ballistic RTP performance of the NVD hardware meets the requirements, as measured by complete/partial penetrations, when the bolts are subjected to 9-mm full metal jacket (FMJ) round nose
(RN) projectile impacts.

This is to ensure configuration management is maintained throughout the life of the contract.
HUMAN FACTOR ENGINEERING (HFE)
If the contractor makes a design change to any component of the HMA that affects the User interface, the contractor shall implement a human factors engineering program to assure that the HMA conforms to the requirements of the PD. The HFE program shall focus on Soldier portability, helmet interface and manipulation of the adjustments on the HMA.
DMSMS/OBSOLESENCE MANAGEMENT
The Contractor shall execute a proactive DMSMS/Obsolescence Management program for the equipment on this contract. The government’s objective in this program is to cost-effectively identify and resolve
DMSMS/Obsolescence issues and maintain—to the maximum practical extent—a minimum five-year interval before any DMSMS/Obsolescence issue is forecasted to occur on any LRU in the system.
Attachment 0001 Page 12 of 30
The program shall address how the Contractor will identify part DMSMS/Obsolescence Issues, assess potential risk, develop a DMSMS/Obsolescence strategy and determine the most cost effective solution to part
DMSMS/Obsolescence Issues.
In accordance with the CDRL A007 for DI-MISC-80508B, Technical Report-Study/Services, DMSMS/Obsolescence Analysis BOM Report and this Technical Requirement Document, the Contractor shall submit a quarterly DMSMS/Obsolescence Analysis BOM Report. The DMSMS/Obsolescence Analysis BOM

FIRST ARTICLE TEST REPORT INSTRUCTIONS
A FAT Report shall be prepared and submitted in accordance with FAR 52.209-3 and DI-NDTI-80809B. The
FAT Report shall be complete, accurate, and readable and shall provide sufficient data to determine that the hardware item meets all the requirements delineated in the contract. The report will include the following:
1) General Data.
a. Contractor's name and address.
b. Contract number.
c. Nomenclature, type number and (if assigned) stock number of item represented by the First Article.
d. Name and address of plant where First Article was fabricated and assembled.
e. Place and date of performance of tests.
f. Identification (including date) of applicable equipment specifications and associated amendments.
g. Sample size or quantity submitted for test or inspection.
2) Cross Reference. A table which cross-references the paragraph numbers of the specification, the test procedures, and data sheet entry.
3) Test Results. Complete test results showing actual or quantitative observations and all required calculations.
‘GO/NOGO’ data is allowable (under certain circumstances) only with prior Government approval. Allowable tolerances for each parameter shall be presented. Test data should also include the date that the test was performed, name and signature of tester, name and signature of the Government verifier/witness and serial number of the equipment. Test results shall cite detailed qualitative and quantitative data results such as test categories, test conditions, test methods employed, and types of inspection and test equipment used during the test or inspection.
4) FAT Failures. FAT failures shall list all requirements not complied with during FAT. If none, this should be explicitly stated. For each requirement not met, a corrective action to remove the noncompliance will be proposed. This corrective action must include retest or other verification that the corrective action does remedy the problem/failure. The corrective action will address changes in design or manufacturing process which will preclude this deficiency in subsequent production units. Verified corrective action must be implemented prior to contractor entering into production.
5) FAT/Production Discrepancies. Any Government approved difference between the parts, materials and processes used to manufacture FAT samples and production units shall be documented in the FAT report.
