About this file
This is a Technical Specifications and Instructions document for contract SPRBL1-26-R-A003, establishing requirements for the production and delivery of Light Interference Filters (LIF) for the AN/PSQ-20B Enhanced Night Vision Goggles system. The LIF is a critical optical component that enhances night vision by amplifying ambient light. The contractor must ensure all delivered units are form, fit, and function interchangeable with previously fielded configurations per drawing OFM-2021-A1 (NSN 5855-01-611-2113). The document mandates compliance with military standards including MIL-PRF-49257 for coated optical components, MIL-STD-2073-1E for packaging at Military Level of Protection, and MIL-STD-129R for marking. Wood packaging materials must comply with International Standards for Phytosanitary Measures (ISPM) Number 15 with ALSC certification, and all materials must include proper heat treatment or kiln-dried heat treatment markings.
The contractor must establish and maintain an ISO 9001-2015 certified Quality Management System with Government access rights to facilities, quality documentation, and test hardware. Configuration management must follow EIA-649-1 standards with all changes submitted via Engineering Change Proposals, Requests for Variance, or Notices of Revision for Government approval. An Integrated Product and Process Team (IPPT) with Government participation is required, including post-award orientation within 30 days of contract award and as-needed informal reviews. The contractor requires a SECRET facility clearance with SIPRNET access, must develop an Operations Security (OPSEC) Plan within 90 days of award, and must ensure all employees complete DoD Information Assurance Awareness and Level I OPSEC training. The Government reserves the right to conduct independent testing at any time to verify interchangeability and performance. Five Contract Data Requirements (CDRL) items are specified: Engineering Change Proposals, Requests for Variance, Notices of Revision, Failure Analysis and Corrective Action Reports (due within 10-15 working days of failure), and the OPSEC Plan, all to be submitted electronically in Microsoft Office formats.

Integrated Product and Process Team (IPPT). The Government and contractor shall incorporate an IPPT discipline into the LIF program. The objective of the IPPT is to implement an open shared data/information environment with results oriented objectives of on-schedule delivery of specification- compliant units, continuously improving the various Government/contractor processes, and reducing the system life cycle cost. The IPPT shall also complete the following additional actions throughout the life of the contract, as necessary:
· Hold IPPT reviews
· Use risk management techniques to document, track, and manage program areas of risk
· Review/concur in program documentation
· Review/concur on all Failed Item Analysis Reports (FIARs), ECPs, Variances, and Trade studies.
The IPPT process as described is solely to facilitate communications between the Government and contractor during contract administration. Responsibility for dealing with issues raised and for meeting all contract requirements remains with the contractor. No communication made during the IPPT process may be construed as a change unless specifically designated by the contracting officer.

GOVERNMENT TESTING
The Government reserves the right to conduct independent testing at any time during the life of the contract to demonstrate the LIF meets the interchangeability and performance requirements outlined in the associated product description. Additional testing may be performed in an operational environment when operated by Soldiers under potential battlefield conditions.
Testing shall verify the LIF will be form, fit, functional, and 100% interchangeable with the previously fielded LIF configuration. Failures during Government testing will be brought to the contractor’s attention for root cause analysis and corrective action.
ENGINEERING AND CONFIGURATION CONTROL DOCUMENTS
When an engineering change is proposed, the contactor shall be required to submit an Engineering Change Proposal (ECP) or a Value Engineering Change Proposal (VECP). ECPs shall be used to document any changes made to the original HMA configuration by the contractor including, but not limited to, design, material or manufacturing process changes.
