About this file

This is a Technical Questionnaire for an exterior painting project at the William Jefferson Clinton Birthplace Home National Historic Site.

The questionnaire requires offerors to provide detailed responses across three primary evaluation areas, which will be assessed alongside pricing and past performance during bid evaluation. Question #1 requests a comprehensive description of the project completion approach, including adherence to the Statement of Work and period of performance while maintaining cost alignment with the submitted price schedule. This response must identify whether work will be performed in-house or through subcontractors, and if subcontractors are utilized, the questionnaire mandates inclusion of company names, addresses, contact information, and confirmation of current project commitment. Failure to provide this information may result in the quote being deemed non-compliant. Question #2 requires detailed explanation of the offeror's or subcontractor's experience with exterior painting work as specified in the SOW, separate from and in addition to the prior experience references. Question #3 asks for a complete listing and explanation of all materials and products to be installed according to project specifications. If the offeror proposes any "or equal" products as alternatives to specified items, all supporting documentation and technical specifications for those substitutes must be submitted with the quote. The document emphasizes that inadequate or vague responses to any question may result in lower evaluation ratings, and offerors may use additional pages as needed for their responses.
