About this file

This document is a Performance Requirements Summary (PRS) for a Commercial Mass Text Messaging Subscription Service contract. It establishes three key performance objectives with specific thresholds and monitoring mechanisms.

The first objective requires Platform Availability with a minimum service uptime of 99.5% monthly, excluding scheduled maintenance. The second objective mandates Message Delivery performance whereby 98% of all messages must be successfully delivered to carrier networks within 5 minutes of transmission. The third objective specifies Customer & Technical Support requirements, with all Government inquiries via email or phone requiring a substantive response from a support representative within four business hours. Performance that meets or exceeds thresholds will be documented in CPARS. Failure to meet performance standards may result in contract discrepancy reports, negative CPARS ratings, corrective action plans, and potential contract remedies. Compliance rates for customer support and platform analytics for message delivery will serve as objective evidence of performance measurement.

Performance Objective

Standard Performance Threshold

Incentive/Disincentive

1. Platform Availability

The text messaging platform shall be accessible and operational for Government use.

The platform shall have a service uptime of 99.5% or greater each month, excluding scheduled maintenance.

Performance that meets or exceeds the threshold will be documented in CPARS. Failure to meet the threshold may result in a contract discrepancy report and require the contractor to provide a corrective action plan.

2. Message Delivery

All sent messages shall be successfully processed and delivered to the carrier networks.

98% of all messages shall be successfully delivered to the carrier networks within 5 minutes of being sent.

Performance will be monitored via platform analytics. Consistent failure to meet the threshold may result in a negative CPARS rating and potential contract remedies.

3. Customer & Technical Support

The Contractor shall respond to all Government inquiries (email or phone) for technical or account support.

All inquiries must receive a substantive response from a support representative within four (4) business hours.

Compliance rate shall be utilized as objective evidence of contract compliance. Failure to meet the threshold will be documented and may affect CPARS ratings.
