PREPARATION AND SUBMITTAL OF PROPOSALS

GENERAL INFORMATION

Selection of an offeror for contract award will be made based on an assessment of each offeror’s response to the Request for Proposal (RFP). The basis of award will be Lowest Price Technically Acceptable (LPTA). Section M. The evaluation factors for this requirement consist of Technical Qualifications, Technical Approach, Past Performance, and Price.

NOTE: Failure to comply with the RFP requirements will raise serious questions regarding an Offeror’s technical ability to perform the services and may be grounds to eliminate the proposal from further consideration for contract award.

THE OFFER

The submission of the documentation specified below will constitute the Offeror’s acceptance of the terms and conditions of the RFP. These instructions prescribe the format for the proposal and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.

AWARD BASED ON INITIAL OFFERS

The government reserves the right to evaluate proposals and make award without discussions. Proposals should contain the vendor’s best terms. Additionally, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be necessary.

INSTRUCTIONS ON SUBMISSION

Offerors shall submit their proposal via E-MAIL. Offerors shall send all email responses to:

If multiple e-mails need to be submitted, offerors shall put in the subject line: Email X of X.

NOTE: E-Mails cannot be larger than 15MB in size. If necessary, the proposal shall be separated into multiple e-mails to comply with the e-mail size limitations.

UPLOAD PROPOSAL THROUGH DoD SAFE: To submit an offer thru DoD SAFE, please submit the Requester’s First and Last Name, Title, Company Name, Company Commercial and Government Entity (CAGE) Code, Phone Number and Email Address. A secure link will be sent using the DoD SAFE website from the Contract Specialist or Contracting Officer. This link will allow the offeror to upload their proposal to the secure website, which can then be retrieved only by the Contract Specialist or Contracting Officer. DoD SAFE website is: https://safe.apps.mil/verify.php A link to DoD Safe must be requested from the Contract Specialist/Contracting Officers listed above in INSTRUCTIONS ON SUBMISSION, 24 hours before the solicitation closing date, to allow a link for upload to be sent to the offeror in a timely manner.

DOCUMENTS TO SUBMIT

The documents to be included with the proposal submitted by the offeror shall include:

o STANDARD FORM 1449. Submit the SF 1449 issued under this solicitation, with Blocks 17 and 30 properly filled-out by the Offeror. Include acknowledgment of all Amendments that may have been issued, either by: (1) including copies of the Amendment document(s) (Standard Form 30) with Blocks 8 and 15 filled in and signed, or (2) including signed acknowledgement in the form of a separate letter that includes a reference to the solicitation and amendment numbers. NOTE: Failure to acknowledge all Amendments issued pursuant to this solicitation may be cause for rejection of your offer.

o DOCUMENTATION OF TECHNICAL ACCEPTABILITY. The evaluation factors for this solicitation are Technical Approach, Technical Qualifications, Past Performance, and Price

Evaluation Factor 1: Technical Approach o In order to ensure that the contractor clearly understands the requirements of the PWS, the contractor shall submit a detailed technical approach. This document must demonstrate a clear understanding of the scope and complexity of the requirements set forth in the PWS. The proposed approach much be well-defined, logical, and include the methodologies and processes that meet the objectives of the PWS and mitigate risk.

o The contractor must identify a Program Manager, who will serve as the contractor’s primary point of contact for this requirement. This individual will be responsible for ensuring the objectives for this requirement are met, that classes are conducted at the times and locations specified in the individual orders, and that class instructors and materials meet the objectives for each course. The following competencies are required by the position, including strong communication, customer service, and time management. The Program Manager will be expected to meet milestone and deadlines identified in the PWS, communicate promptly to verbal and written inquiries, and remain customer focused on all interactions. The Program Manager should have 5 years working experience in the Workforce Development and/or Training field, which must be annotated in the resume.

o The contractor must provide a staffing plan which will demonstrate the contractor’s understanding and ability to obtain and provide an adequate number of instructors who are capable and qualified to teach the classes contained in the course listing. The criteria for an adequate number of instructors would be a minimum of two per HR specialty area. Responses will be reviewed for information that demonstrates that proposed instructors have the education, training, knowledge, and government specific information to facilitate specialized HR training. In creating this staffing plan, the contractor shall take into consideration the various DLA locations, fluctuations in demand, instructor qualifications, and potential replacement of instructors.

o The contractor must provide details on availability of standardized course materials for specialized HR training (13 courses) at the time of proposal. Prior to award, contractors may be asked to provide a VTC demonstration on sampling of courses at government’s discretion. The demonstration training presentation/demonstration will highlight availability of standardized COTS training course materials, VPAT, internal 508 compliance measures, and instructor’s knowledge/expertise. The Government may utilize a panel of Subject Matter Experts (SME) for evaluation purposes.

The Response to Factor 1: Technical Approach shall be:

o minimum of 5 page o no more than a maximum of 15 pages o Times New Roman font, 12 pitch o single spaced o additional pages will not be considered

The Evaluation Factor 1; Technical Approach, will be evaluated using a pass/fail assessment under FAR PART 13.5.

Evaluation Factor 2: Technical Qualifications of Proposed Staffing

This requirement will cover numerous HR classes with varying instructor qualifications. For these classes/subject areas, DLA is requiring submission of instructor resumes who will be providing training for the applicable classes. It is expected that the submitted instructors will be performing throughout the duration of the contract, and any substitute instructor would be required to possess the same qualifications and would require submission of their resumes and approval by DLA. The specialized instructor resumes (to include verifiable references to support work experience) will be required to be submitted with the contractors’ proposal are for the courses in the following categories:

o Hands on government specific experience in the following subject areas o 5 years’ instructional experience; Minimum of 5 years’ experience of journeyman experience

(equivalent to GS-11/12 level) working in Federal Human Resources. Specific hands-on experience required in Employee/Labor Relations, Benefits, Classification, and/or Recruitment & Placement as it relates to each individual course. Details are included in the PWS and as stated below.

Federal Recruitment & Placement background required for following courses:

o Federal Staffing and Placement, 5 days o Adjudicating and Applying Veteran’s Preference, 1 day o Examining for Federal Wage System (FWS) jobs, 2 days o Job Analysis and Competency Assessment, 3 days o Pay Setting, 3 days o Qualifications Analysis, 3 days

Federal Employee/Labor Relations background required for the following courses:

o Basic Employee Relations, 2 days o Basic Labor Relations, 2 days

Federal HR background in one or more disciplines required for the following courses:

o Federal Human Resources Management, 3 days o Processing Personnel Actions, 4 days

Federal Classification background required for the following course:

o Basic Classification for Non-classifiers, 3 days

Federal Employee Benefits background required for the following course:

o Federal Employee Benefits, 3 days

Joint Travel Regulation (JTR) Administration background required for the following course:

o Travel Regulations for Defense Agencies (Permanent Change of Station, Overseas Entitlements, and non-foreign allowances), 3 days

The Evaluation Factor 2: Technical Qualifications of Proposed Staffing, will be evaluated using pass/fail assessment under FAR Part 13.5.

Evaluation Factor 3: Past Performance The past performance factor will be evaluated to determine the quality of the contractor’s past performance (and the past performance of proposed critical team members or subcontractors) on contracts and subcontracts currently ongoing or completed within the last three years that are similar in scope, magnitude, and complexity to that which is detailed in the PWS.

In order to evaluate the contractor’s past performance, the contractor’s proposal shall identify no less than THREE (3), and no more than FIVE (5), previously awarded, and completed contracts of similar scope, size, and complexity to the current requirement. For each of the submitted past performance examples, the following information is required:

o The name of the project and the contract ID number;

o The name of the contracting agency or organization the contract was awarded by;

o The date of the contract award and the contract award amount in dollars;

o The date of the contract completion;

o A brief description of the construction contract scope of work; and o Identification of at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address (if applicable).

In investigating a contractor’s past performance, the Government may consider information in the contractor’s proposal and information obtained from other sources, including Past and present customers and their employees; other government agencies, including state and local agencies; consumer protection organizations and better business bureaus; former subcontractors; and others who may have useful information.

Failure by the contractor to provide evidence of performance on contracts of a similar nature in terms of period of performance and complexities of the services provided will result in the Government evaluating past performance of no relevant history. In the case of a contractor without a record of relevant past performance or for whom information on past performance is not available, the Government will evaluate past performance as neutral/unknown confidence in accordance with FAR 15.305(a)(2)(iv). Evaluation of neutral/unknown confidence will not eliminate the contractor from the overall review and evaluation of their proposal for this

RFP.

The Evaluation Factor 3; Past Performance, will be evaluated using a pass/fail assessment under FAR Part 13.5.

Evaluation Factor 4 – Pricing The contractor shall submit firm fixed pricing in accordance with the pricing spreadsheet provided. The contractor shall provide a fixed price for each class. The class maximum for all classes would be 30 students.

The contractor will also provide a fixed price for each CONUS travel location identified. The pricing will be based on the number of days for each trip. Estimated frequencies will be provided in the pricing spreadsheet and are for evaluation purposes only. There could be varying requirements (more or less) for the each of the courses/locations identified in the pricing spreadsheet.

It is anticipated that classes will be conducted virtually but may be changed to face-to-face instruction if deemed necessary.

The option years shall be priced out using escalation rates. The contractor shall propose escalation rates for all option years. The escalation rates will be applied to the base year pricing, and the option year price will be calculated using the escalation rate.

The contractor’s overall total price will be calculated by adding the base year and all option year pricing. This overall 5-year pricing will be used for price analysis purposes. However, individual pricing elements will also be reviewed for consistency and balanced pricing purposes. The pricing will be evaluated to ensure it is reasonable for the work to be performed, that it reflects a clear understanding of the requirements, and that it is consistent with the various elements of the vendor’s proposal.

SECTION M - EVALUATION FACTORS FOR AWARD

Basis of Award The basis of award will be the best value to Government. The Government will evaluate each submission as a whole and make an award to the entity that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement considering price and non- price factors combined.

All contract line items (CLINs), including optional CLINs combined, will be evaluated by the Government.

Award may be made to other than the lowest priced proposal if the Government determines that a price premium is warranted due to technical merit.

The Government intends to evaluate all submissions and make an award without further communications with submitters. The Government reserves the right to conduct further communications if the Contracting Officer later determines them to be necessary.

Order of Importance Non-Price Factors 1-Technical Approach, and 2-Technical Qualifications of Proposed Staffing are rated equally and when combined they are more important than Factor 3, Past Performance.

When combined, the non-price factors are more important than price.

Non-Price Evaluation Factors

Factor 1, Technical Approach. The technical approach will be evaluated to determine that the proposal demonstrates a clear understanding of the scope and complexity of the requirements set forth in the PWS and that the proposed Chief Learning Officers meets or exceeds the required qualifications in Section L of this solicitation.

Factor 2, Technical Qualifications of Proposed Staffing. The qualifications of proposed key personnel will be evaluated to determine that each person proposed meets or exceeds the required qualifications identified in Section L of this solicitation.

Factor 3, Past Performance.

An assessment of the submitter’s past performance will be evaluated with regard to the criteria identified in Section L.

The assessment is based on the Government’s review of past performance information submitted and any obtained by the Government from other sources the Government deems appropriate. If any subcontractors are proposed, the same assessment for each subcontractor will be performed.

Price The submitter’s total price will be evaluated for completeness and reasonableness in relation to the solicitation requirements. All prices for all CLINs will be added to arrive at a total evaluated price.
