About this file
This document outlines the technical evaluation criteria for a federal contract acquisition for laboratory testing services. The evaluation is structured across four weighted factors totaling 100 points, with technical merit and past performance carrying significantly greater importance than price.
Factor 1 (Technical Proposal/Program Plan, 50% weight) requires offerors to present detailed procedures for: daily sample procurement for serological, PCR, hematology, and blood chemistry testing; sample data recording and reporting systems; sample processing and deadline management; positive result confirmation protocols; personnel supervision; instrument calibration; testing methodology and control reagent preparation; statistical significance determination for serological tests; confirmation procedures; emergency one-day turnaround procedures; and quality review processes. Factor 2 (Organizational Experience, 20% weight) requires companies to describe their background, management structure, qualifications of key personnel, experience with similar work, and provide client references with contact information. Factor 3 (Past Performance, 20% weight) will be evaluated only for offerors in the competitive range, assessing conformance to specifications, cost forecasting and control, schedule adherence, customer satisfaction commitment, and overall business practices. The Government will consider performance effectiveness, corrective actions, work record history, and relevance of past performance information. Factor 4 (Personnel Experience and Availability, 10% weight) requires identification of all personnel performing contract work with resumes, specification of time allocation percentages, discussion of mechanisms for diverting additional resources if needed, and description of staff training programs.

I. Technical Evaluation Criteria
The objective of this acquisition process is to select a contractor with the qualifications and competence necessary to carry out the desired services. To ensure a fair and impartial review of all proposals, the evaluation criteria developed by the COR and the Contracting Officer is included in the Request for Proposal issued by the Contracting Officer. No other evaluation criteria shall be used to assess competitive responses to the Request for Proposals.
FACTOR 1 Technical Proposal/Program Plan Weight: 50
The proposal should present a detailed, comprehensive description of the proposed procedures and/or methods for accomplishing each task or requirement specified in the Statement of Work. This description should include as a minimum:
(i) The procedure for daily procurement of samples from the government for serological, PCR, hematology & blood chemistry testing.
(ii) The procedure for recording sample data information (tests requested, sample ID's, etc.), recording and reporting for serological, PCR, hematology & blood chemistry test result data.
(iii) A description of how samples will be processed to meet the specified contract deadlines.
(iv) A description of plans to meet the deadlines of the contract for confirmation of positive results.
(v) A description of the supervision of personnel working under this contract.
(vi) A description of the calibration of the instruments used for testing.
(vii) A description of the methodology to be used in accomplishing the objectives of this contract and a brief description of the preparation & use of control antigens & antisera for each method of testing.
(viii) A description of how the statistical significance for each serological test is determined and the evaluation of significant results.
(ix) A description of how confirmation of positive results when requested by the COR or as deemed necessary by the contractor will be performed.
(x) A procedure for responding to emergency requests for one (1) day turnaround time for testing sample(s).
(xi) A description of the review process for all completed work to include ensuring that reporting deadlines are met.
FACTOR 2 Organizational Experience Weight: 20
(i) Describe the company, type of work or services performed, size of company, period of existence, etc.
(ii) Describe the management structure and the qualification of key management personnel.
(iii) Provide a detailed discussion of company experience in performing work similar to that required in this RFP.
(iv) Provide references (names, e-mail addresses, telephone numbers) of former and/or current clients for which work similar to that required in this RFP has been or is being performed.
FACTOR 3 Past Performance Weight: 20
The offer's past performance will be evaluated after determination of the competitive range. Only those offerors included in the competitive range will be evaluated. The Government will evaluate the quality of the offeror's past performance based on information obtained from references provided by the offeror, as well as other relevant past performance information obtained from other sources known to the Government.
Evaluation of past performance will be a subjective assessment based on a consideration of all relevant facts and circumstances. It will not be based on absolute standards of acceptable performance. The Government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of services at fair and reasonable prices.
The assessment of the offeror's past performance will be used as a means of evaluating the relative capability of the offerors. Thus, an offeror with an exceptional record of past performance may receive a more favorable evaluation than another whose record is acceptable, even though both may have acceptable technical proposals.
By past performance, the Government means:
• The offeror's record of conforming to specifications & to standards of good workmanship;
• The contractor's record of forecasting and controlling costs;
• The offeror's adherence to contract schedules, including the administrative aspects of performance;
• The offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction;
• Generally, the offeror's business-like concern for the interest of the customer.
The Government will consider the offeror’s performance, the effectiveness of corrective actions taken, if applicable, the offeror's overall work record, and the age and relevance of past performance information.
The lack of a performance record may result in an unknown performance risk assessment, which will neither be used to the advantage nor disadvantage of the offeror.
FACTOR 4 Personnel Experience and Availability Weight: 10
(i) Identify all persons who would perform work under this contract, including those who would serve in a backup capacity. Clearly indicate what work function each person would perform and whether or not they are currently employed by the company. For each person, provide a resume showing their qualifications, including education, training, and experience.
(ii) For each person, specify the percentage of time to be devoted to the contract effort.
(iii) Discuss the mechanism for diverting additional personnel resources if, for whatever reason, it becomes necessary in order to meet contractual obligations if so directed by the COR or Designated Alternate.
(iv) Describe the training program for proposed staff.
Technical and past performance factors, when combined, are significantly more important than price.
