Technical Assistance Questions and Answers
This document presents a Technical Assistance Questions and Answers record from the East Central Wisconsin Regional Planning Commission (ECWRPC) related to a Request for Proposals for transportation technical assistance services. The RFP seeks a consultant to provide solutions-based technical assistance to communities within the Appleton (Fox Cities) TMA and Oshkosh MPO to address transportation-related issues through an application-based selection process. The consultant will work under ECWRPC staff direction to deliver individual technical reports to each selected community. The preferred project completion deadline is May 20, 2022, with a maximum allowable completion date of November 30, 2022. The proposal process includes no specific page limit requirement, and each community receiving technical assistance will receive an individual final report as a deliverable.
The technical assistance scope emphasizes conceptual planning rather than detailed engineering work to ensure compliance with 2 CFR 200 and 23 CFR 420 and 450 standards. Consultants are encouraged to propose pricing structures using example project types (such as intersection improvements or pedestrian safety reviews) with associated effort and cost estimates, as ECWRPC has not predetermined a specific number of communities to be served. The technical reviews constitute the core project effort, though consultant involvement in the application and selection process is required to ensure alignment between applications and the selected consultant's expertise. Each community report should include recommendations and next action steps to support implementation and preliminary design phases. Missing attachments (Attachments A-C) referenced in the original RFP were subsequently uploaded to the Wisconsin VendorNet website and ECWRPC's website.

Technical Assistance Questions and Answers

Question: There are font details in the RFP, but nothing on page limit. Is there a page limit? And, if so, does it include covers and/or dividers?
Answer: There is no page limit to the proposal.
Question: What is the targeted number of communities/projects that the consultant would work with? I ask this so we can provide a good cost proposal for this part of the project. One way we can show costs could be to give a few example issues, say an intersection improvement or pedestrian safety review, and the average effort and cost associated with that type of project. Please let me know if that method is acceptable. We want to make sure you can easily compare our costs with other RFP applicants.
ECWRPC does not have a number of communities in mind for this, as there are a number of factors that may determine how many communities can be served under this program, including the types of projects applied for. Having a few example issues and the average effort and cost associated with those types of projects would be beneficial and appreciated in the proposal. It is expected that each community receives an individual report as a final product (see pages 6-7 of the RFP).
Question: Which portion of the project is the larger effort: the application/outreach/selection process, or the technical reviews for each selected project? Will project will have a final report with recommendations and next action steps.
The technical reviews are at the core of this project; however, it is important for the selected consultant to involved in the application and selection process as to to ensure the application’s content and projects selected align with the consultant’s expertise.
Question: How detailed is the technical engineering review?
The goal of the technical assistance is to address communities’ issues and provide each community a solid framework to implement issue resolution and be program ready. This should include and provide a conceptual plan and/or recommendation on one or two possible solutions for the community to allow them to then take the project through a funding application process and/or start preliminary design. For more information, please refer to pages 6-7 of the RFP. Please note that this is a planning project and not an engineering project as to ensure compliance with 2 CFR 200 and 23 CFR 420 and 23 CFR 450.
Question: We were not able to locate Attachments A-C in the Wisconsin VendorNet website. Could you please include a copy of these attachments with the Q&A addendum?
Answer: Absolutely! Our apologies that these were not included when we updated the RFP. They are now uploaded as additional attachments in VendorNet and on our website.
