About this file
This document is a technical specification for a Xenon Arc Tester for the Defense Logistics Agency (DLA) Product Test Center's Technical Assessment (TA) Lab. The procurement seeks a Q-Lab Corporation Q-Sun XE-3-HSE Xenon Arc Tester or equivalent, with specific components including a base model, tray, caster wheels, UV detector, panel sensor, air filter, and UV filter. The primary objective is to expand the lab's testing capabilities by acquiring equipment that can simulate sunlight, heat, and moisture effects to accelerate material aging processes.
Key procurement details include a one-year warranty covering parts, labor, and travel, with delivery to the DLA Product Test Center in Philadelphia, PA within 120 days of award. The contractor must provide installation instructions, OEM manual, and NIST-traceable certification. Delivery notification is required to specific DLA contacts, and invoices must be submitted through Wide Area Workflow (WAWF). The pre-solicitation notice (Solicitation Number SP470625Q0016) indicates that a formal solicitation will be posted at a later date, and no immediate response is necessary.

Technical Specifications Xenon Arc Tester DLA Product Test Center, TA Lab
Objective:
To obtain Xenon Arc Tester to expand the Product Test Center’s (PTC) testing capabilities for its customers. An acquisition will also increase PTC’s testing capacity, and complement two aging models, which have proven to be quality testing equipment over the past 15+ years. The Xenon Arc Tester will be utilized to simulate the effects of sunlight, heat, and moisture on materials—essentially accelerating the aging process to determine quality of a given test exhibit over time. Internally, xenon arc lamps are used to closely mimic the full spectrum of natural sunlight, including ultraviolet (UV), visible, and infrared light depending on the prescribed test method.
