SERVICES FOR COLD WATER SPONGING AND SEMI-DECATING OF: CLOTH, TROPICAL, POLY/WOOL, TYPE III CLASS 3 BLUE AF 540

1. Purpose of the Servicing: The condition of the cloth to be serviced is the state in which it was presented to and accepted by the Government for the original producer, as fully finished and meeting the requirements of the applicable specification. It is the purpose of servicing of this cloth to remove all tensions and to stabilize ("set') the cloth in that state, so that it will drape freely in the tailoring of the end-item garment.

2. Wetting Out: The cloth shall be led into wetting-out tank full width and thoroughly wet out while in motion. The water shall be suitably son and clean. A wetting agent shall be used to assure thorough saturation of the cloth. Wet - out cloth shall not be left standing and shall be fully processed once it saturation of the cloth. Wet out cloth shall not be left standing and shall be fully processed once it is wet-out. There shall be no water or mineral stains or drying marks or bars. The water temperature shall be uniform and selected to suit the fabric in question and to assure maximum cloth stability.

3. Drying: The cloth that has been wet out per paragraph 2 above shall be dried full width. The drying arrangement shall be such that the cloth is not held under tension either in length or width and can freely relax in all directions during the drying operations. The drying system used shall lend itself to temperature control and shall be properly ventilated lo assure uniform heat distribution. The system shall assure that the cloth emerges from it fully dried, free from stains, discolorations and mineral deposits. The cloth shall not touch metal objects or otherwise overheated surfaces and the cloth shall not be allowed to remain in the drying device during any machine stoppage. Extreme care shall be taken to precluded any scorches of the cloth, or any over drying.

4. Conveyance: The cloth emerging from the dryer shall be loosely Oat-folded on the conveyance used to move the cloth to semi-decating. The cloth shall be given an opportunity to cool off without having excessive layers of cloth from other pieces bearing down on the cloth.

Care shall be taken that cloth is not exposed to any areas where dripping of water, oil, steam or other pollutants endangers its cleanness.

5. Semi-Decating: The sponged and dried cloth shall be "set" by steam treatment in a semi-decating device. The cloth shall be rolled, full width between a cloth "mantle" over a perforated metal cylinder. Care shall be taken to roll the cloth between the mantle, free from any wrinkles;

selvages fully flattened and with only enough tension to preclude distortions, bias, bowing filling or other deficiencies. All due care shall be taken to avoid seam marks, and the mantle shall be free from any protrusions that might impress themselves on the cloth serviced. Steam shall be uniformly flown from the metal cylinder through the mantle onto the cloth to be serviced. Care shall be taken to assure that there shalt be no steam condensation onto the cloth, and that the serviced cloth shall be free from decating marks.

6. Put-Up and Measuring and Roll Marking: The cloth, which has been sponged and semi-decated shall be put on fiberboard tubes of a length at least equal to the width of the cloth. The cloth shall be rolled firmly but without tension. The cloth being put-up shall be measured by an accurate, recently calibrated device that is in direct contact with the cloth while running over a hard service. Each piece of cloth shall also be measured in the width, between selvages, at least at three points along its length. The lowest of these three measurements, rounded down to the nearest full inch shall be the sponged width for the respective roll. The sponge length and width shall then be entered at the space provided on the original piece ticket. If for any reason, the original piece ticket has become unavailable, a new piece ticket shall be securely attached. Item description, applicable National Stock Number (NSN), and contract data (copies from a piece ticket in the same batch) and piece number (which may be obtained from the indelible marking at the end of the roll), shall then be legibly marked on the new ticket.

7. Preparation for Delivery: 8.1 Pres/Pack to ASTM-D-3951 Each roll shall be packed in a polyethylene bag as a minimum 8.2 Marking: MIL-STD-2073-ID, dated DECEMBER 15, 1999.

8. Unusable Materials: Fabrics found by the contractor to be obviously unusable, when detected, shall be set aside and not include in the inventory list of sponged cloth. The unusable material shall be returned with each shipment of sponged cloth clearly marked "Defective Cloth

– Unsponged."

9. Tabulation: For each lot serviced, tabulation shall accompany the shipping document (DD250) showing piece number, length and width of each roll serviced. DD250 shall show total yardage received, total yardage defective (if applicable), total yardage sponged. Payment shall be made on yardage received and sponged. Payment shall be made on yardage received and sponged. No payments shall be made for defective yardage, which is not sponged.

10. Plant Visits: The Government reserves the right to visit the contractor's plant at any time during working hours to observe performance of the contract and/or to examine the end product. In plant visits and observations shall be confined to:

a. Ascertaining that material furnished the contractor by the Government is properly stored and safeguarded from damage before, during and after the completion of the services hereunder.

b. Assuring, by actual observations, that the specified operations be performed.

SHADE EVALUATION OF CONTRACTOR FURNISHED MATERIALS:

Government Acceptance Testing. Unless otherwise stated in the contract, testing performed at the DLA PTC for acceptance purposes will be completed in forty five (45) calendar days. The contract delivery requirements are based on the assumption that DLA Troop Support and the DLA PTC will require a total of 45 calendar days from the date of the receipt of samples at the Government laboratory to the date the completed test results are mailed to the contractor.

If this time frame is exceeded, the contract delivery schedule will be extended by the number of additional days needed to complete the testing, provided the contractor can establish that the delay in its delivery was caused by the Government exceeding the prescribed time. The foregoing provision for the extension of delivery schedules is exclusive and the Government shall not be liable to suit for breach of contract by reason of any delay of the Government in providing test results.

Shade Evaluation. Shade Evaluation is Acceptance Testing; each lot must be submitted for evaluation.

Lots shall not be shipped until shade is approved by Government. The prime contractor will require the fabric or component supplier to present to the source QAS the complete lot prepared for shipment, a set of tally sheets by shipment listing case numbers, roll numbers, and yardage of each roll and a shade swatch (header) from each roll with roll and case numbers identified on each swatch.

The following sampling procedure will be followed unless otherwise specified.

- SHADE SAMPLING IS APPLICABLE

The color and appearance of the shade sample swatch shall match the standard sample when viewed using the AATCC EP 9, Option C, with a primary light source simulating the spectral quality of average daylight, CIE illuminate D65, with a color temperature of 6500 K (±200 K) illumination of 100 (±20) foot candles. The shade sample swatch shall also be an approximate match to the standard sample with a secondary source simulating the spectral quality of incandescent lamplight, CIE illuminant A, with a color temperature of 2856 K (±200 K).

SHADE EVALUATION OF CONTRACTOR FURNISHED COMPONENTS

Contracts awarded under this solicitation shall require shade evaluation of Contractor furnished components in accordance with DLA Troop Support Clothing & Textiles Additional Quality Assurance Requirement(Revision1 dated: August 2021)

Identification of Testing Sites. Unless the contract mandates a Government laboratory be used to conduct testing, the prime contractor shall identify all testing sites that will perform any test required by the terms of the contract, including end item testing.

Any laboratory proposed by the contractor is subject to the approval of the contracting officer.

Testing facilities shall be subject to on-site witnessing of testing by the Government. The use of a laboratory previously approved by the Government is not a guarantee that testing will be performed properly, nor does it relieve a contractor from the contractual obligation to present conforming supplies accompanied by true, accurate, and valid test results.

Certification of Testing Sites. The prime contractor shall identify a technical point of contact for the testing site and provide current contact information. The prime contractor should alert the technical point of contact that the certification process has begun. A current ISO 17025 accreditation whose scope encompasses the contractual testing or equivalent will be accepted.

When a testing site and its contact information are provided to DLA Contracting and the DLA Product Specialist, the product specialist will initiate a request for the DLA Product Test Center mailto:paactlab@dla.mil

(DLA-PTC) to certify the lab. This request will be managed via an internal DLA Troop Support process.

In the absence of an appropriate ISO 17025 accreditation, the DLA-PTC will compare all required testing in the contract to the commercial lab capability. If the testing facility is new and/or unknown to the DLA-PTC, a lab certification survey (DLA Form 6005) will be provided for submission.

If the DLA-PTC has a lab survey on file that is less than 3 years old, that survey will be used for the initial evaluation. The DLA-PTC may ask for additional information or clarifications. If the laboratory survey on file is over 3 years old, a new form will be sent out for the testing facility to fill out. During a contract, the laboratory may be asked to fill out another lab survey when the original survey becomes older than 3 years.

Note: The Qualified Laboratories List (QLL) previously maintained by DPSC has been canceled.

No testing facility should refer to their previously issued QLL number.

Approval. If the testing facility and its named subcontractors meet the capability of the required testing, the DLA-PTC will notify the DLA Troop Support Product Specialist. Once approved by contracting, the testing facility becomes the Place of Performance and is placed in the contract.

Disapproval. If a testing facility does not meet the testing capability as per the specifications, the prime contractor is asked to submit another laboratory, and the process starts anew.

Note: DLA will require a total of 45 calendar days from the date of the receipt of the request to add a certified testing location to the date the requestor (contractor) is provided a decision of the laboratory certification.

Identification of Testing Sites. Unless the contract mandates a Government laboratory be used to conduct testing, the prime contractor shall identify all testing sites that will perform any test required by the terms of the contract, including end item testing.

The prime contractor shall identify a technical point of contact for the testing site and provide current contact information to DLA Contracting and the DLA Product Specialist. The prime contractor should alert the technical point of contact that the certification process has begun.

Note: DLA will require a total of 45 calendar days from the date of receipt of the request to add a certified testing location to the date the requestor (contractor) is provided a decision of the laboratory certification.

For more details on the lab certification process, see the C&T Additional Quality Assurance Requirements, which is incorporated by reference into this contract.

Marking shall be in accordance with MIL-STD-129 and Change Notice 3.
