About this file
This Technical Data document (PGC03289) details specifications for a Working Jersey (Mock Turtleneck) for the Defense Logistics Agency (DLA). The jersey is to be manufactured in Blue 3346 color, using a circular knit fabric with a terry looped back, treated with moisture-wicking and silver ion anti-microbial finish. The fabric composition is 66% (+/- 3%) Nylon, 19% (+/- 3%) Polyester, and 15% (+/- 3%) Spandex, with specific requirements for weight, stretch, bursting strength, colorfastness, and antimicrobial properties.
The document includes detailed technical requirements such as fabric testing methods, seam and stitch specifications, labeling instructions, and packaging guidelines. Key testing parameters include weight (6.4 to 7.1 oz/yd²), minimum stretch percentages, and colorfastness ratings. Packaging requirements mandate use of specific shipping containers, pallet configurations, and include provisions for Radio Frequency Identification (RFID) tagging. The document is associated with Solicitation No. SPE1C1-25-R-0082, with product demonstration models and solicitation packages due by June 16, 2025, at 3:00 PM EDT.

1/ Fiber content shall be determined based on the dry, clean fiber.
2/ The nylon content shall be determined first using the reagent specified in Chemical Method No. 6 (90% Formic Acid) in Table II of AATCC 20A. Once all of the nylon has been removed, the spandex shall be determined using the reagent specified in Chemical Method No. 7 (Dimethylformamide) in AATCC 20A. The remainder is polyester.
3/ All the stripes on the multifiber test cloth shall be rated.
4/ Wicking/Drying- Test Procedure as follows:
Specimen Preparation- Specimen samples are prepared from original and after 3 laundering in accordance with AATCC-135 (2)(IIAii). Cut specimen 6 inch X 1 inch in the wale and course directions. The long dimension is considered the test direction.
All specimens must be conditioned in a controlled atmosphere (70 F +/- 2 F, 65% humidity +/- 2%) for a minimum of 4 hours prior to testing.
Sampling- For each test lot, 12 specimens in total shall be required and defined as follows:
Initial set of 3 warp and 3 filling specimens representing side-center-side and final set of 3 warp and 3 filling specimens representing side-center-side after 3 launderings.
Procedure Fill a 250 ml flask with approximately 25 ml of distilled water. Weigh the flask containing the water (= initial flask weight). All weights to be recorded to at least three decimal places out, 1/10,000th.
Cut conditioned specimens to 6 inch X 1 inch size. Measure and mark approximately 1 inch from the top and ¼" from the bottom.
Place pin across the 1 inch mark so that each end of the pin is exposed and able to be hung over the top of the flask. Utilize the 1 inch area to mark specimen appropriately (for example: left side after laundering or center initial#).
Place specimen in flask containing water by allowing the pin to hang over the edges of the flask. The specimen should not be submerged into the water level higher than the ¼ inch mark at the bottom of the specimen.
Set timer for 30 minutes.
After 30 minutes, hold specimen by the 1 inch area, slightly raise specimen, and gently shake five times while still in flask in order to remove any drops of water that may be sticking to the bottom of the specimen. Remove specimen from flask.
Measure the length of the apparent "wet" area of the specimen.
Weigh the flask containing the balance of remaining water (= final flask weight).
Report- Measure the distance of the "wet" area measured post subjection to the water to the nearest 1/16th. .
Calculate the differential mass calculation as follows:
(Initial Flask Weight - Final Flask Weight)/Initial Flask Weight X 100 = % Weight differential footnote: 5/ The weight used shall be 5-lbf.".

Markings shall be placed in an unobstructed area that will be readily visible to inspectors. Pallet markings shall be applied to the stringer or block on diagonally opposite sides of the pallet and be contrasting and clearly visible.
All containers shall be marked on a side other than the top or bottom, contrasting and clearly visible. All dunnage used in configuring and/or securing the load shall also comply with ISPM 15 and be marked with an ASLC approved DUNNAGE stamp. Failure to comply with the requirements of this restriction may result in refusal, destruction, or treatment of materials at the point of entry. The Agency reserves the right to recoup from the Contractor any remediation costs incurred by the Government."
PALLET SHALL BE 4 WAY ENTRY, WINGED TYPE. PALLETIZED LOAD DIMENSIONS SHALL NOT EXCEED
43 INCHES IN LENGTH, 52 INCHES IN WIDTH, AND 54 INCHES IN HEIGHT (INCLUDING THE
