Document Title – delete “Marine Corps Running Suit – Jacket and replace with “Jacket, Running Suit”

Delete 1. SCOPE and 2. CLASSIFICATION in its entirety and replace with the following:

“1. SCOPE

1.1 Scope. This purchase description covers the requirements for the physical fitness athletic jacket (running suit). The jacket is intended for wear by personnel of the U.S. Marine Corps and U.S. Navy.

1.2 Classification. The jackets will be available in types, classes and sizes.

1.2.1 Types. The jackets shall be available in the following types.

Type I – Heat transfer, U.S. Marine Corps Type II – Heat transfer, U.S. Navy

1.2.2 Classes. The jackets shall be available in the following classes.

Class 1 - Belleau Wood Green 523 (U.S. Marine Corps) Class 2 - Blue 3393 (U.S. Navy)

1.2. Sizes. The jackets shall be available in the following sizes:

3.1 Description, Delete last sentence and replace with “ The Type I shall have silver non-reflective heat transfer of the Marine Corps Eagle, Globe, and Anchor symbol (EGA), and the text “MARINES” (see figure 2). The Type II shall have the text “NAVY” applied as a non-reflective heat transfer in gold Pantone 1225U in accordance with the style and dimensions in Figure 1. See 3.1.2 for placements.”

“ 3.1.2 Non-reflective heat transfers.

3.1.2.2, Non-reflective heat transfer (Type I). The non-reflective heat transfer markings for the Marine Corps Eagle, Globe, and Anchor (EGA) symbol shall be placed on the left upper chest panel and the “MARINES” logo placed across the center back yoke in accordance with the placement markings on the patterns. The EGA shall consist of silver (non-reflective) heat transfers. The “MARINES” logo shall match scarlet (SRI 484 CC) and gold (SRI 143) Pantone colors. The logo shall be solid scarlet lettering with a gold outline using the Marine Corps custom Hercules font. Finished dimensions of the EGA logo and MARINE text are as follows.

3.1.2.3 Non-reflective heat transfer (Type II). The non-reflective heat transfer markings of the “NAVY” logos shall be placed on the left upper chest panel and placed across the center back yoke in accordance with the placement markings on the patterns. The logos shall match gold (1225U) Pantone. Finished dimensions of the NAVY logo are as follows. See figures 3 and 4.

Delete 3.2.2 Reflectivity in its entirety and replace with the following:

“3.2.2 Reflective Material. All reflective marking material used shall be visible for a distance of at least 100 yards in pre-dawn, dusk, and night conditions when placed within an area of 45 degrees on either side of the centerline of vehicle headlamps on low beams. Reflective protection shall be 360o around the individual wearing the jacket.

The reflective material for the reflective piping, tape, and zipper shall be tested in accordance to the ANSI/ ISEA 107 American National Standard forHigh-Visibility Safety Apparel and Headwear and certified for the level 2 category. When tested in accordance with AATCC TM135 (3) III Aiii for 50 cycles the reflective findings shall maintain a minimum reflectivity brightness of 100 cd/lux/m2 at

0.2 degree observation angle and entrance angle of 5 degrees and shall not delaminate, crack, craze, peel, exhibit color change or otherwise become unserviceable. Additionally, when tested in accordance with AATCC TM135 (1) IV Ai for 5 cycles the reflective findings shall maintain a minimum reflectivity brightness of 100 cd/lux/m2 at 0.2 degree observation angle and entrance angle of 5 degrees and shall not delaminate, crack, craze, peel, or otherwise become unserviceable. A certificate of conformance is acceptable for this requirement.”

Delete 3.4.1 Basic material in its entirety and replace with “3.4.1 Basic material. The 100% Nylon material shall be Perseus with nanosphere, Marathon or equal (see 7.4). The color for Class 1 shall be Belleau Wood Green shade 523. The color for Class 2 shall be Blue 3392. The exterior material shall conform to the requirements in TABLE I.”

3.4.6 Waist bungee cord, delete line 2 in its entirety and replace with the following:

“The cut lengths shall be as follows:

Delete 3.4.8 Slide fasteners & 3.4.8.1 Center Front Zipper in its entirety and replace with “3.4.8 Slide fasteners. The slide fasteners for center front, side and right hidden pockets shall conform to the specified type of A-A-55634 in Table IV. The chain, slider and pull shall be black. The pocket zippers shall be black tape. The center front slide fastener shall be a pre-assembled individual element, injection molded plastic separating fastener with single automatic locking enamel finish slider, left hand insertion, with 9/16 or 5/8 inch wide black tape with 1/4-inch laminated silver reflective tape adhered 1/16-inch from the edge of the chain. The reflective film must be attached to the slide fastener tape before the assembly process and be visible along the entire length of the slide fastener. Top and bottom reinforcement tapes must be clear or translucent film. See suggested source for center front slide fastener.”

Table V, Cut Length of Elastic (in inches) add “XX-Large” for size and add “5 “for length.

Delete the templates in Table VI. Pattern Parts List and replace with the following “

Packaging examination. The fully packaged end item shall be examined for the defects listed below.

The lot size shall be expressed in units of shipping containers. The sample unit shall be one shipping container fully packaged. The Inspection level shall be S-2 and the AQL, expressed in terms of defects per hundred units, shall be 2.5.

Palletization examination. The fully packaged and palletized end items shall be examined for the defects listed below. The lot size shall be expressed in units of palletized unit loads. The sample unit shall be one palletized unit load, fully packaged.

The Inspection level shall be S-1 and the AQL, expressed in terms of defects per hundred units, shall be 6.5.

RFID HANGTAG:

An RFID inlay shall be added to the barcode paper hang tag attached to each item. Where the use of self-adhesive bar-code labels are authorized, the RFID inlay may be added to the self-adhesive label in lieu of a paper hang tag. All other contract barcode and hang tag requirements still apply.

The RFID inlay should be passive Gen2 with a frequency range between 860 and 960 MHz. The RFID antenna should be Avery/Dennis AD222 or comparable with ISO/IEC 18000-C EPCglobal C1G2 Protocol and an EPC memory allocation containing a 96 bit EPC Number. The data linking the EPC number to the NSN and quantity unit pack must be exportable to VIM/ASAP. The bar code of the EPC Number must be printed at the bottom of the tag along with the human readable version below the bar code.

In addition to defects applicable to the paper tag and barcoding element, the RFID tag shall be examined for the defects listed below:

The manual "Item-Level Passive RFID Technology Manufacturer's Information Guide" provides guidance on RFID implementation and is available from the contracting officer.

Pallet, Case & Item level RFID is required for the Clothing & Textiles Directorate (C&T) for Bag items only.

SIGNIFICANT NOTE - "PALLETIZATION IS REQUIRED FOR THESE SUPPLIES".

NOTE: THE FOLLOWING APPLIES TO ALL NON-MANUFACTURED WOOD PACKAGING

MATERIALS:

"All Wood Packaging Material (WPM) acquired by DOD must meet requirements of International Standards for Phytosanitary Measures (ISPM) 15, "Guidelines for Regulating Wood Packaging Materials in International Trade." DOD shipments inside and outside of the United States must meet ISPM 15 whenever WPM is used to ship DOD cargo, or when wood is being acquired by DLA for future use as packaging material. WPM is defined as wood pallets, skids, load boards, pallet collars, wooden boxes, reels, dunnage, crates, frame and cleats. Packaging materials exempt from the requirements are materials that have undergone a manufacturing process, such as corrugated fiberboard, plywood, particleboard, veneer, and oriented strand board (OSD). All WPM shall comply with one of the following official quality control programs:

Heat Treatment (HT) or Kiln Dried Heat Treatment (KD HT) in accordance with American Lumber Standard Committee, Incorporated (ALSC) Wood Packaging Material Program and WPM Enforcement Regulations (see http://www.alsc.org/; or

All WPM shall include certification/quality markings in accordance with the ALSC or NWPCA standards, as applicable. Markings shall be placed in an unobstructed area that will be readily visible to inspectors. Pallet markings shall be applied to the stringer or block on diagonally opposite sides of the pallet and be contrasting and clearly visible.

All containers shall be marked on a side other than the top or bottom, contrasting and clearly visible.

All dunnage used in configuring and/or securing the load shall also comply with ISPM 15 and be marked with an ASLC approved DUNNAGE stamp. Failure to comply with the requirements of this restriction may result in refusal, destruction, or treatment of materials at the point of entry. PALLET SHALL BE 4 WAY ENTRY, WINGED TYPE. PALLETIZED LOAD DIMENSIONS

SHALL NOT EXCEED 43 INCHES IN LENGTH, 52 INCHES IN WIDTH, AND 54 INCHES IN

HEIGHT (INCLUDING THE PALLET).

THE PALLETIZED LOAD SHALL BE BONDED USING APPROVED COMMERCIAL

BONDING MATERIALS. THE USE OF METAL BANDING, IN SECURING BOXES TO

PALLETS, IS DISCOURAGED. PALLET LOADS SHALL CONTAIN THE SAME NUMBER OF

CARTONS, OF IDENTICAL QUANTITIES, OF ONE NSN, TO THE MAXIMUM EXTENT

POSSIBLE.

PALLET LOADS CONTAINING MORE THAN ONE NSN SHALL BE CLEARLY MARKED TO

LIST ALL THE NSN'S CONTAINED IN THE LOAD. NO CARTON SHALL HAVE MORE

THAN ONE NSN. AT THE END OF A SIZE RUN, NO MORE THAN ONE CARTON PER NSN

MAY BE SHORT OR OVER THE SPECIFIED QUANTITY. SAID CARTON SHALL BE

CLEARLY MARKED "SHORT" OR "OVER".

MIL-STD-147 IS REFERENCED FOR PALLETIZED LOADS.
