About this file

This is a Justification and Approval (J&A) document for other than full and open competition submitted by the United States Special Operations Command (USSOCOM), Directorate of Procurement, to justify a sole source contract with Teamworks for the Teamworks Nutrition Application. The estimated contract value is $7.5 million for a one-year base period starting in FY26 with three one-year option periods, plus evaluation of a 52.217-8 Option to Extend for up to six months. The contract will be firm-fixed price and funded with O&M (MFP-11) funds. The procurement is for licenses to Teamworks's elite sports fueling platform, an application providing personalized meal planning, nutritional tracking, performance optimization, and team management features designed specifically for USSOCOM's Preservation of the Force and Family (POTFF) program. The software integrates with Smartbase (the current Human Performance Data Management System) and military dining facilities for advanced reporting on nutritional compliance and performance trends.

USSOCOM justified the sole source award under 10 U.S.C. 3204(a)(1) and 41 U.S.C. 3304(a)(1) on the basis that only one responsible source exists and no other supplies or services will satisfy agency requirements. The rationale centers on the application's SOF-peculiar capabilities developed through a $5.5 million Air Force Research Laboratory RDT&E investment, its unique integration with POTFF's operational and nutritional infrastructure, and its ability to address USSOCOM's severe staffing imbalance (1 dietitian per 1,549 operators versus the industry standard of 1:100-125). Market research identified alternative vendors including Calsanova, Genesis National Analysis Software, the Defense Health Agency's Nutrition Management Information System (NMIS), and Computrition, but determined none possessed comparable proprietary system integration or SOF-specific capabilities. USSOCOM committed to future competition once the new HPDMS system is operational (estimated FY28) and contractually secured government data rights to avoid vendor lock-in, enabling wider competition on subsequent nutrition application requirements.

FAR 6.103-1

5. Reason for Authority Cited: (FAR 6.104-1)

USSOCOM POTFF requires human performance software to track operator nutrition, hydration, and overall combat readiness. Instead of one public app, USSOCOM relies on a mix of data-management platforms that integrate directly into the POTFF program and into POTFF’s Human Performance Data Management Systems (HPDMS).

The app’s unique features and functionality, including its ability to integrate with POTFF’s existing operational and nutritional infrastructure, are critical to meeting the program’s objectives. The platform is a SOCOM-specific tool that uniquely enables embedded Performance Dietitians (PDs) to engage directly with SOF operators worldwide through personalized meal planning, communication, and education, regardless of location. It integrates with Smartbase (the current HPDMS) and military dining facilities for advanced reporting on nutritional compliance and performance trends, providing centralized data for decision-making. The platform also enables PDs to provide real-time, personalized performance nutrition support to operators across the globe using data analytics and automation with embedded SOCOM PDs and integrates its data with other relevant health data from multiple internal sources within the HPDMS. This integration maximizes efficiency, enhances readiness, and ensures high-quality nutritional care. Finally, the application is already compliant with the high security requirements necessary to support sensitive USSOCOM operations and is hosted on a government-cloud infrastructure. No other vendor currently offers a comparable software platform with these salient characteristics and integration capabilities, as confirmed through market research.

The Teamworks Nutrition App is a proprietary solution developed and maintained exclusively by Teamworks. No other vendors are authorized sellers of their products or licenses. While Teamworks Nutrition sells similar applications commercially, especially for use by elite sports athletes, the SOF-p version was specifically developed for SOF-p use and includes integrations and military applications that are not otherwise included in the commercial offerings of the application.

The USSOCOM Teamworks Nutrition App was developed via Air Force Research Laboratory (AFRL) RDT&E contract under the SOF AT&L Science & Technology Human Weapon Systems portfolio. That effort invested $5.5M in RDT&E to develop the SOF-peculiar (SOF-p) version of the application, ensuring full integration with

SOF-p data systems and compatibility with the unique mission-demands and dietary tracking needed to support the SOF operator. The Government estimates that to initiate a new requirement for the development of an application with similar SOF-p capabilities will require approximately 3 years and an additional $7M in RDT&E, averaging $2.3M per year in development alone. Whereas, the original $5.5M RDT&E investment is projected to be recouped within just 2.06 years based on efficiencies gained by the application.

The Teamworks Nutrition App resolves USSOCOM’s severe 12-15x higher dietitian-to-operator ratio imbalance (1:1,549 vs. industry standard of 1:100-125). 50 dietitians are currently leveraging Teamworks Nutrition to support 18,166 Special Operations personnel. The app provides a cost-effective solution to address critical nutritional support gaps within USSOCOM, empowering PDs to deliver 3-5x more tailored performance nutrition care to active users than a single provider. This equates to an estimated $24M annual savings through labor efficiency to the Government as compared to the cost of hiring the 199 additional dietitians.

Likewise, without the Teamworks Nutrition capabilities in place, SOF performance nutrition support is reduced by 80%, forcing PDs into less efficient, generalized triage, and education roles. This drastically degrades quality of care and increases the risk of care to the most high-risk operators. The app’s unique SOF-p capabilities are vital to sustain effective performance nutrition support while avoiding the unsustainable financial and operational burdens associated with developing another application.

Additionally, forfeiting this investment would result in loss of 4+ years of mission-critical nutritional data that is stored within the application. This increases operational risks by way of loss of nutritional accountability for SOF operators with a history on the platform. Because the members’ data history enables proactive, data-driven personalized nutrition strategies to enhance physical readiness, optimize energy levels, reduce injuries, and maintain high performance levels during operations, any loss of data or gaps in access to the app further risks reduced operator readiness and overall mission capabilities.

6. Efforts/Actions to Increase Competition: (6.104-1(a)(11))

The POTFF program is currently in the process of developing a requirement for a new Human Performance Data System (HPDMS). Once awarded and operational, estimated FY28, the new HPDMS will provide opportunity for the Government to solicit alternate nutrition app providers as the new HPDMS system is expected to be able to ingest data from a wider range of sources, including commercially available applications.

Likewise, the terms of this contract with Teamworks will include clear rights to all data gathered at the end of the contract. This will avoid “vendor lock” going forward so that USSOCOM can download/retain/own any data ingested on the platform as that data will be able to be ingested to the new HPDMS. Therefore, future requirements for a nutrition app requirement are anticipated to be competed more widely as USSOCOM will not be beholden to a proprietary data source and the HPDMS will open the aperture for data ingestion from other sources.

The contract will be base-plus (3) three options years with a 52.217-8 as a part of the total evaluated price. The reason for the “plus 3” is that HPDMS is a software solution that will be iterative and the development may go on longer than planned. The base +3 will give POTFF the option to continue to have this system as an ingestion point in case the solution is not firm or there are changes along the way. Ultimately time will be on USSOCOM and the POTFF’s side with this solution to ensure HPDMS has a buffer for any falters and to avoid a major lapse in service for the user base.

Further, USSOCOM will work to identify potential competitors by conducting regular market research and engaging with industry partners. Efforts will include issuing RFIs and encouraging other vendors to develop solutions that meet the needs of the POTFF program. Commercial Solutions Openings will also be considered, and all opportunities to open this effort to competition going forward will be made.

7. Market Research: (FAR 6.104-1(a)(8))

Market research was conducted through various techniques such as GSA Advantage searching for similar nutrition tracking applications. Additional industry discussions took place with DoW entities such as the NSW that manage human performance activities and use different applications to track nutrition or other HP related data as input by a user. SOF Week 2026 also provided a “industry days” type of environment in which similar vendors showcased their applications. SAM.gov was used to conduct research on HP-related applications to search for existing contract vehicles for similar capabilities. The challenge with these offerors is the ability to operate on the SOCOM IT environment and the time/cost associated with meeting the requirement. These commercial solutions provide a good nutrition application source but lack the solutions and safeguards for personal health data.
