About this file
This is a Request for Information (RFI) issued by the Washington State Department of Transportation (WSDOT) regarding fuel site replacements across Washington State. WSDOT operates 130 automated card lock fuel sites providing diesel, gasoline, LPG, and DEF for WSDOT vehicles and other state agencies, counties, and municipalities. The agency seeks vendors who can design and build replacement fuel sites, with an estimated workload of four site replacements per calendar year. Responses to this RFI are due by February 28, 2025, at 2359 PST, and submission is not mandatory for participation in future solicitations.
WSDOT is considering a two-tier solicitation structure where vendors would first qualify for a prequalified pool (Tier One) to become eligible to bid on specific county-based projects (Tier Two). The agency is also exploring a Design-Build coupled with a Cost-Plus contract model, where vendors would first design based on WSDOT's scope of work, then charge for direct costs plus an agreed-upon profit margin during the building phase. The RFI seeks vendor feedback on these proposed contracting approaches and any other concerns regarding fuel site replacement projects.

SUBJECT:
RFI-25004 Fuel Site Replacement This is a Request For Information (RFI).
The Washington State Department of Transportation (WSDOT) owns and operates 130 automated card lock fuel sites located throughout Washington State at fully operational above ground and underground facilities. These fuel sites provide diesel, gasoline, and liquefied petroleum gas (LPG), and diesel exhaust fluid (DEF) for WSDOT vehicles, as well as for vehicles of various other State agencies, counties, and municipalities. It is essential that these fuel sites are replaced in a timely manner in accordance with all Federal, State, and local laws and regulations to sustain fueling operations.
Washington State Department of Transportation (WSDOT) is looking for vendors who can design and build replacement fuel sites throughout the state. WSDOT estimates vendors to start and complete four (4) fuel site replacement locations a calendar year. To assist WSDOT in writing an accurate contract for fuel site replacement, please answer the questions below. Not all questions need to be answered to be submitted, however the more detail given with result in a better contract. This RFI is voluntary and is not mandatory to bid on future solicitations.
1. WSDOT is considering a Tier Two solicitation to establish for each county in the State. A prequalified pool of vendors will have the opportunity to bid on fuel sites by county. This prequalified pool of vendors is known as Tier One. The prequalified vendors are eligible to submit competitive bids in Tier Two solicitations for work in the county. This means that bidders who never bid in Tier One, can never bid on Tier Two.
WSDOT anticipates multiple vendors will be on this contract. Is your business interested in bidding on this solicitation as a Teir Two contract? If you have concerns about this type of solicitation and contract, please describe them in your response.
2. WSDOT is considering a Design-Build coupled with a Cost-Plus contract. An awarded vendor will design and build a fuel site based on the scope of work WSDOT provides (Tier One). Once the scope of work is approved (Tier Two), building will commence. The cost aspect is seen when building starts. The awarded vendor would charge for direct costs such as labor, materials, supplies, etc. Additionally, the vendor also receives an agreed-upon amount for the profit (plus).
What problems does your firm see with this model?
3. What concerns or issues does your firm have that you’d like WSDOT to be aware of regarding fuel site replacement.
Responses to this RFI should be submitted electronically to the Contract Manager listed below no later than February 28, 2025, at 2359 PST. Submissions should be numbered according to the questions listed above. A response to this RFI is not a mandatory requirement for participation in any subsequent solicitations released by the WSDOT.
