About this file
This document is a Solicitation Amendment for an Invitation for Bid (IFB) issued by the Washington State Department of Transportation (WSDOT) for an 1850 Gallon Asphalt Distributor (body only). The amendment provides questions and answers related to the solicitation, including details on the specific chassis, engine, transmission, and suspension that will be used. The contract opportunity covers multiple jurisdictions within the state of Washington, including counties, cities, and census designated places. The solicitation is for a single, dedicated unit and requires the operator cab controls to be installed in a manner that allows for easy access and removal to accommodate a snow and ice spreader during the winter season.
The amendment indicates that while WSDOT has not purchased a pre-configured hook-lift skid unit before, they have converted existing units to be compatible. The successful bidder will be responsible for determining the appropriate axle ratio for the specified chassis. Pricing terms, set-asides, funding sources, and other financial details are not provided in the amendment, but would likely be included in the original solicitation document.

Questions and Answers:
Q: Has the DOT bought anything like this in recent years?
A: While we haven’t purchased a unit already set-up as a hook-lift skid, we have converted two units that we currently have over to hook-lifts.
Q: If yes, is this replacing a specific ‘roll off’ type unit of Bearcat.
A: No, this unit will be a completely new chassis and Palift unit.
Q: If yes, can we arrange to get an opportunity to look it over.
A: The 2 distributors that are set-up on hook-lifts skids are not currently installed on their respective trucks, but are available for viewing. One is in Mount Vernon, the other in Everett.
Q: On the spec, pg 2, Distributor functions, #13 ….the application rate range is very dependent on the truck chassis engine ,transmission and rear axle ratio , is this information available ?
A: The chassis will be a Freightliner 114SD, the engine will be a DD13, the trans. will be an Eaton MXP series 18spd. Ultrashift, rear suspension will be Hendrickson HMX 40,000#, front axle will be a 20,000#. The axle ratio will be determined by the successful bidder, I guess we should have stated that in General, I, #4.
Q: Will this roll off be dedicated to one specific chassis?
A: Yes
Q: Can the operator cab controls be mounted in the truck chassis permanently?
A: Yes, but they will need to be able to be operated by the driver or a person in the passenger seat, and need to be mounted in such a way that they can be removed easily OR swing out of the way enough to allow for the installation of a Snow and Ice spreader control during the winter.
