The Government shall not exercise any supervision or control over the Contractor personnel performing the services herein. Contractor personnel shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The Contractor shall provide all management, supervision, personnel, Personal Protection Equipment (PPE), supplies, transportation, tools, materials, supervision, and other items and subcontracted services that the Contractor, in its discretion, deems necessary to perform logistics support services tailored to each entity’s requirements as defined in this Performance Work Statement (PWS) (except for those items specified as Government furnished property and services). The Contractor shall perform to the standards in this PWS and not re-allocate resources between Contract Line Items (CLINS). The Government identified a portion of the contractor services performed under this contract as essential contractor services in support of mission-essential functions.

1.2 Background: All Department of Defense (DoD) agencies must demonstrate audit readiness in accordance with the Office of the Under Secretary of Defense for Comptroller, Financial Improvement and Audit Readiness (FIAR) Guidance, April 2016. WHS is moving towards being fully audited in compliance with the Chief Financial Officers Act of 1990 (CFO act). With the increase focus on audit readiness and requirement to ensure segregation of duties, the workload has severely increased and has to be supplemented by contractor support staff. The departments benefiting from this requirement will be able to better track, account, and increase emphasis on accountability for assets in compliance with these congressional standards which requires streamlining overhead, eliminating waste, and improving WHS' business practices; and to that end, ensuring that we operate in a common sense accountable, and modern business environment. In addition, WHS gained the responsibility of the disposal services (formerly Defense Reutilization Marketing Office (DRMO)) "in and around" moves within the Pentagon Reservation, from one warehouse to another throughout the National Capital Region (NCR), other satellite locations, (Tobyhanna, Pennsylvania, Defense Logistics Agency (DLA) locations-- Richmond and Norfolk, Virginia) within a 250-mile radius of the Pentagon Reservation.
