About this file
This technical exhibit defines procedures for contractors managing Unaccompanied Furnishings Movers & Handlers services to conduct commanders' briefings during change of hand receipt holder (HRH) transitions at military housing facilities.
The contractor must initiate contact with newly assigned company commanders (identified as Primary Hand Receipt Holders or PHRH) via email and phone to schedule the commanders' briefing. Prior to scheduling, the contractor is required to request three specific documents: DA Form 1687, Assumption of Command Orders, and PCS Orders. If the commander does not provide these documents within the initial request, the contractor must follow up via email and phone to obtain them, with a requirement to pursue follow-up actions for up to three days. Upon document receipt, the contractor schedules the briefing and generates a hand receipt folder containing the commander's briefing checklist, assumption of command orders, DA Form 1687, PCS orders, blank inventory form, change of command completion memo, discrepancy memo, the most recent signed hand receipt, signed inventory from the outgoing commander, adjustment documents, and updated hand receipt. The contractor must maintain the hand receipt tracker in the FMO shared drive with continuous updates throughout the hand receipt process. The briefing must include the commander, first sergeant (1SG), barracks manager, S4, and all unaccompanied housing staff. Per DA PAM 710-2-1, thirty days are allotted to conduct the joint inventory between incoming and outgoing PHRHs. Per AR 735-5, financial liability investigations of property loss must be initiated within fifteen calendar days of discovering discrepancies.
