About this file

This is a Hand Receipt Standard Operating Procedure (SOP) for the Unaccompanied Furnishings Movers & Handlers contract that establishes standardized procedures for contractor responsibilities in tracking, processing, and reconciling hand receipts during change-of-command inventories. The contractor must track submission of change-of-command inventories to Furnishings Management Office (FMO) within 30 calendar days, conduct follow-ups with commanders via email and phone when deadlines are missed, manage extension requests and adjustment documents, and maintain hand receipt trackers in the FMO shared drive. If inventories are not received by Day 30, the contractor must send a standard follow-up email, call the commander to request status, and document all contact attempts.

When inventories are submitted, the contractor must verify that all items are accounted for or identify items lost, damaged, or destroyed due to fault or neglect. If discrepancies exist, the contractor must verify that the commander has initiated the correct property adjustment action—either a Statement of Charges (SOC) or Financial Liability Investigation of Property Loss (FLIPL). If required documents are missing, the contractor returns the inventory without action using a standard email template and follows up within three days to obtain missing documents. The contractor must coordinate building reset within 72 hours of inventory receipt, enter adjustment document data into eMH within two business days, and send updated hand receipts for commander review and signature within 24 hours of completing updates. All hand receipt trackers must be maintained in the FMO shared drive and monitored for renewal due dates. Points of contact are Irma Banks (Irma.banks.civ@army.mil) and Mario A. Limon (mario.a.limon2.civ@army.mil). The SOP references DA PAM 710-2-1, AR 735-5 Chapter 12(6), and AR 735-5 Chapter 13-8(a).
