About this file

This file contains Technical Data Package (TDP) receipt instructions for a Defense Logistics Agency (DLA) Sources Sought Announcement regarding Diopter Scope Assemblies for the TS-3895 field-test set for night vision systems. Interested companies must submit TDP requests to DLA.Aberdeen.SourcesSought@dla.mil within 7 days of the posting date (Notice ID: DLA-Aberdeen-26-046) and must have an active Defense Logistics Agency Joint Certification Program (JCP) status with an approved DD2345 form. The submission must include a completed and signed Non-Disclosure Agreement (NDA), a copy of the company's DD2345 (JCP certification), and verification of active CAGE status in the System for Award Management (SAM). The TDP is subject to International Traffic in Arms Regulations (ITAR) controls and contains sensitive technical information including test plans, reports, drawings, and specifications that cannot be shared with non-U.S. persons or transferred outside the United States. The NDA signee and data custodian listed in JCP must be the same individual.

Upon Government verification of the company's NDA execution and active JCP CAGE status, the TDP will be uploaded to DoD SAFE (https://safe.apps.mil/), and the company will receive an email with a package ID link and password for access. Companies should verify that their correct data custodian is listed in the JCP Portal and update the information if necessary through the DLA website. For companies without an approved DD2345, assistance is available through JCP-ADMIN@dla.mil or the JCP portal at https://www.dla.mil/Logistics-Operations/Services/JCP/. The related Sources Sought Announcement (DLA-Aberdeen-26-047) indicates that suppliers must respond by June 30, 2026, to adedolapo.a.junaid.civ@army.mil with documentation of their ability to produce or source the Diopter Scope Assembly, including test results, purchase orders, or statements from listed sources demonstrating capability.
