PERFORMANCE WORK STATEMENT
Training Center West Small Arms Facilities Requirement
BACKGROUND
Military Sealift Command (MSC) has an immediate requirement for scheduled use of a shooting range in the San Diego area, suitable for the conduct of (7.62mm, 5.56mm, 9mm, 12GA) small arms training of Civilian Mariners (CIVMARs) and Contract Mariners (CONMARs) by MSC Small Arms Marksmanship Instructor Qualified personnel. Small Arms Weapon qualified CIVMARS, Military, and CONMAR Personnel are necessary for the fulfillment of vessels’ competency matrix, manning requirements, and security force requirements. Renewal of this training is required annually.
SCOPE
The Contractor shall provide the following items in support of MSC’s Small Arms Training program:
| Shooting range, where MSC personnel are capable of shooting the weapons required to satisfy the practical training, demonstration and qualification portions of the Small Arms Training and Qualification process, as detailed in OPNAVINST 3591.1 (series) and OPNAVISNT 3591.1 (series). Qualifications will be conducted using 9mm, 5.56mm, 7.62mm and 12ga ammunition. |
| MSC shall provide the weapons, ammunition and Small Arms Marksmanship Instructor (SAMI) qualified personnel. |
| The range may be either an outdoor or indoor facility and must be in compliance with Naval Occupational Safety and Health regulations, including requirements found in OPNAV 5100.23 (series). |
| For indoor ranges, local exhaust ventilation is required and must be adequate to ensure that atmospheric levels of lead particulate do not exceed the Permissible Exposure Limit (PEL). The Contractor’s management must allow periodic inspection, including lead monitoring, to ensure compliance with the regulations. |
Vendor must provide services as per the schedule of classes specified in this Performance Work Statement (PWS). Classes require three (3) hours per range day and three (3) range days per week.
The range should be constructed and configured in a way that allows students to shoot rifles in standing, kneeling and prone positions; draw & fire a pistol from a holster in both standing and kneeling positions; and fire a shotgun from various shooting stations and locations (i.e. moving forward and/or laterally to engage targets from prepositioned barricades or other simulated sources of cover).
| The range must be free of obstructions and capable of establishing clear lines of fire for all shooters at distances of 3, 7, 10, 15 and 25 yards. The range will have a minimum of eight (8) shooting lanes and adequate space behind shooters to facilitate the Range Safety Officer (RSO), line coaches and other instructional and safety personnel. |
| All classes will be limited to a maximum of 24 students. The minimum number of rounds per student are as follows: |
| 12 GA Shotgun: 18 rounds (standard issue .00 buck shot) |
| 9 mm Pistol: 100 rounds (standard issue 9mm ball, 124 grain, full metal jacket or 115 grain, full metal jacket M1152) |
| 7.62mm. 5.56 mm Rifle: 90 rounds (standard issue 7.62mm, 147 grain, full metal jacket. NALC A130, and/or 5.56mm ball, 62 grain, full metal jacket) |
| All: Additional rounds as necessary for practice, familiarization, sighting and remedial training. |
| The range will provide a Public Address (PA) speaker system. The PA may be permanently installed or portable, but must be capable of one-handed operation. |
| The range will provide potable water for instructors and students. |
| The range will provide bathroom facilities on site. |
| Contract spaces will be cleaned and subject to the satisfaction of the MSC instructor prior to each use. Trash receptacles will be available for miscellaneous waste generated during training (i.e. used targets, cardboard ammunition boxes and spent shotgun shells). |
| MSC will be responsible for picking up and disposing of spent brass cartridges. |
PLACE OF PERFORMANCE
The location of the range shall be within 15 driving miles of MSC’s Balboa Avenue Training Site (BATS), located at 9284 Balboa Avenue, San Diego, CA 92123.
REQUIREMENTS
| The vendor shall provide services as follows: |

| Start time will be 0800 local time |
| End time will be 1100 local time |
| Range days as per dates specified in the PWS paragraph 6. |
| If a reserved range time is requested outside of the scheduled times, the COR will coordinator with the contractor with a minimum of seven days notice. |
| MSC reserves the right to conduct a site inspection prior to the awarding of this contract, which will be established at a time mutually agreeable to the parties involved. |

Contractor Responsibility for Safety. Nothing in this PWS, nor any Government action or failure to act in surveillance of this contract, shall relieve the Contractor of its responsibility for the safety of the Contractor’s personnel and property, the Government’s personnel and property, and the general public whether it is Instructor Only support or turnkey. Furthermore, nothing in this PWS shall relieve the Contractor of its responsibility for complying with applicable Federal, State, and Local Laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

AUTHORIZED CHANGES BY THE CONTRACTING OFFICER
The Government may request training outside scheduled times or on non-standard workdays (i.e. Saturday or Sunday) to accommodate emergencies, student military commitments or operation requirements. If weekend training or training outside scheduled times is requested, the COR will coordinate with the Contractor with a minimum of 30 days’ notice. If changes in the schedule are required, they will be done via contract modification issued by an MSC warranted Contracting Officer.
