MILITARY SEALIFT COMMAND (MSC)

Sources Sought

Subject: Training Center West Small Arms Facilities Requirement

DESCRIPTION: This is a market survey for acquisition planning purposes, and no formal solicitation exists at this time. MSC is soliciting input to determine the technical, administrative, management and financial capability of potential offerors to perform this kind of work.

DESCRIPTION: Military Sealift Command (MSC) has an immediate requirement for scheduled use of a shooting range in the San Diego area, suitable for the conduct of (7.62mm, 5.56mm, 9mm, 12GA) small arms training of Civilian Mariners (CIVMARs) and Contract Mariners (CONMARs) by MSC Small Arms Marksmanship Instructor Qualified personnel. Small Arms Weapon qualified CIVMARS, Military, and CONMAR Personnel are necessary for the fulfillment of vessels’ competency matrix, manning requirements, and security force requirements. Renewal of this training is required annually.

All Small Businesses, Service-Disabled Veteran-Owned Small Business, Certified Woman Owned Small Business Certified HUBZone and Certified 8(a) Small Businesses are encouraged to respond.

The anticipated period of performance is one-year base period plus four (4) one-year option periods commencing on or around 01 April 2026. The NAICS Code is 713990: All Other Amusement and Recreation Industries, and the Size Standard is $9.0M.

This information will be used by the Contracting Officer to assist in developing the procurement strategy, including whether a small business set-aside can be established. If a small business set-aside is established, then FAR clause 52.219-14, Limitations on Subcontracting, applies. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14.

This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey.

4. Brief summary of organization’s history relative to similar requirements

5. Small business standing.

6. Please provide specific details and rationale as to how compliance with FAR clause 52.219-14 will be achieved, including specific details regarding teaming arrangements, and if subcontracts are to be used, provide anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.
