About this file

This is a Request for Proposals (RFP) for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the Naval Air Systems Command (NAVAIR) for the Tactical Connectivity Tactical Support II (TCTS-II) system. The solicitation number is N6134026R1008, and proposals must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) by the deadline specified in Block 9 of Standard Form 33. All proposals are valid for 365 days. The Government expects to award a contract to one Offeror based on best value using a tradeoff analysis where Technical is significantly more important than Price. Small Business participation is a required pass/fail factor, with a minimum participation goal of 8% of total proposed price inclusive of options.

The contract requires development and production of airborne and ground subsystems with associated support equipment, spares, manufacturing, systems engineering, logistics, and technical data. The estimated procurement plan shows most likely quantities ranging from 8 airborne subsystems in FY26 to 242 in FY30, with corresponding quantities for ground subsystems, remote recording units, and portable support equipment. Pricing must be submitted in Then Year dollars using MS Excel with formulas intact, and includes CLINs for production units, ballast kits, support equipment, spares, program management, systems engineering, non-recurring engineering, cyber engineering, logistics support, technical data package, travel, and separately priced data. Technical proposals must address system overview/interoperability, cross domain solution certification, encryption certification to protect Top Secret data, manufacturing readiness levels, data rights enabling Government and third-party system modification, and Delivery Order 0001 technical maturity with System Readiness Level 7 threshold and 9 objective. All proposals must include completed Attachment L-1 tables for contract administration, Volume 2 technical proposal with cross reference matrix, Volume 3 pricing workbook, and Volume 4 small business participation commitment document, along with required annexes for joint venture agreements, DCAA/DCMA reports, OCI mitigation plans, and small business subcontracting plans for Other Than Small Business Offerors.

(a) Any time the Offeror represents that there is an actual or potential conflict of interest per KTXT.209-9511 either for itself (or any of its subcontractors, partners, or affiliates) or other Offerors or potential Offerors, the Offeror shall submit information detailing the actual or potential conflict. There is no page limitation on this information.

(b) Any time the Offeror represents that there is an actual or potential conflict of interest for itself (or any of its subcontractors, partners, or affiliates) per KTXT.209-9511, Conflict of Interest Representation, the Offeror shall also submit a mitigation plan. The mitigation plan shall, at a minimum, identify the conflicted party/parties, provide salient facts, provide an analysis of the actual or potential conflict of interest, and recommend an approach to neutralize, mitigate, or avoid the actual or potential conflict. There is no page limitation on the conflict of interest mitigation plan.

(c) The actual or potential conflict of interest and the Offeror’s proposed mitigation plan, if applicable, will be reviewed as part of the Contracting Officer’s responsibility determination and will not be considered as part of the evaluation conducted per Section M. If the Contracting Officer determines that the conflict of interest cannot be neutralized, mitigated, or avoided such that the integrity of the procurement is maintained, then the conflicted Offeror may be deemed ineligible for award.

(d) The Offeror’s mitigation plan may be submitted at any time prior to the due date for receipt of proposals and, if not provided in advance, shall be submitted no later than the due date for receipt of proposals. If the Offeror provides an updated KTXT.209-9511 representation after the due date for receipt of proposals, the Offeror’s mitigation plan shall be submitted concurrently with the submission of the updated representation.

4. PROPOSAL SUBMISSION AND PACKAGING

4.1 Electronic Proposal Submission

The Offeror shall submit its unclassified proposal volumes electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. For instructions on how to post an offer, please refer to the Posting Offer demo: https://pieetraining.eb.mil/wbt/sol/PostingOffer.pdf. The Offeror shall not use any other method to submit its initial proposal including any postal delivery service, hand-carried, or other electronic systems (e.g., DOD SAFE).

It is the Offeror’s responsibility to follow the registration instructions found on the PIEE website. It is advised that all potential prime Offerors and their subcontractors ensure the proper company points of contact are registered in the site based on their CAGE codes and have the proper roles assigned well in advance of the solicitation closing date.

Subcontractors are only required to register in PIEE if they want to submit their proprietary proposal information separate from the prime offer. Documents submitted by the subcontractor directly to the Government must have the prime contractor’s name, prime contractor’s CAGE code, and RFP number on the first page of the document.

Offerors are responsible for submitting proposals, and any modifications or revisions, to reach the Government office designated in this solicitation by the date and time specified. While Offerors are encouraged to submit documents early, any submission, modification, or revision received at the Government office after the exact date and time specified is “late” and will not be evaluated or considered for award. In the event there is acceptable evidence to establish that the submission, and any modifications or revisions were received at the Government installation designated for receipt of offers and was under the Government’s control prior to the date and time set for receipt of offers, the Procuring Contracting Officer (PCO) may accept the submission. It is also the Offeror’s responsibility to confirm receipt of proposals and all electronic communications. The Government advises Offerors to take screen shots of its submission to validate submission acceptance in the PIEE system against this solicitation. The Government will not search for proposals in PIEE submitted incorrectly.

The submission date for all Volumes shall be no later than the date and time specified in Block 9 of the SF 33 of the RFP.

If there is an unanticipated PIEE System outage within 24 hours of the proposal due date and the outage has interrupted normal Government processes so that proposals cannot be received by the exact time specified in the solicitation, the Contractor shall immediately notify the Contracting Officer. This notification shall occur prior to the proposal submission deadline and shall be made in writing. The notification may be in conjunction with verbal notification, but verbal notification alone shall not be sufficient. The Offeror shall obtain written approval from the Contracting Officer to submit the proposal via an alternate method or the Contracting Officer may advise the Offeror that the Government will follow the procedures set forth in FAR 15.208(d) for amending the solicitation closing date.

4.2 Classified Data

Offerors shall not submit classified material using the PIEE or DOD SAFE system. Offerors shall submit classified materials in accordance with the guidance in this section.

Offerors shall submit unclassified proposals to the greatest extent possible. Offerors shall minimize to the greatest extent possible the impact to readability resulting from dividing the information between the classified and unclassified portions of the proposal. If Offerors submit classified information, the unclassified portion shall reference the applicable portion of the classified portion. It is not necessary to attempt to provide an unclassified version of the information included in the classified portion of the proposal. Offerors shall comply with SECNAV M-5510.36B and associated DoD directives and procedures relating to the packaging and handling of classified materials. Offerors shall utilize the guidance below when submitting classified materials using the United States Postal Service (USPS) or through an overnight express carrier.

Preferred method of communication is electronic to Hannah McGraner at hannah.b.mcgraner@navy.smil.mil.

Offerors choosing to hand deliver classified materials shall send a written request to the Procuring Contracting Officer (PCO), at least three working days in advance of the proposal due date to coordinate delivery. Couriers must display a valid courier card and possess the appropriate level current security clearance and background investigation required to carry the information in their possession. Offerors shall not submit data classified above the Secret Level unless previously coordinated with PCO.
