About this file
This is a Draft Request for Proposal (RFP) for a Basic Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to procure supplies and services supporting the U.S. Navy Tactical Combat Training System Increment II (TCTS II) and U.S. Air Force P6 Combat Training System (P6CTS). The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida is the issuing activity. The contract encompasses 15 contract line items (CLINs) including: Airborne Subsystem production (CLIN 0001), Ground Subsystems production (CLIN 0002), Ancillary Mission Equipment (CLIN 0003), Technical/Administrative/Financial Data (CLIN 0004), Spares (CLIN 0005), Program Management (CLIN 0006), Systems Engineering and Non-recurring Engineering services (CLINs 0007-0008), Cyber Engineering (CLIN 0009), Logistics (CLIN 0010), Interim Contractor Support (CLIN 0011), Depot Support (CLIN 0012), Technical Data Package (CLIN 0013), Travel (CLIN 0014), and Priced Data (CLIN 0015). Pricing for items 0001-0003 and 0005-0015 follows firm fixed-price arrangements with some services (CLIN 0008) offered on a cost-plus-fixed-fee basis. Delivery is scheduled 24 months after individual delivery order award for CLINs 0001-0003, with services delivery locations and schedules to be specified at the order level. The ordering period extends five years from contract award with no option periods, though individual delivery orders may extend up to ten years from the basic ID/IQ award date.
Offerors must satisfy critical prerequisites including: Cross Domain Solutions certification on the Cross Domain Solution Management Office list for Raise the Bar 1.2 or higher; a signed letter from the National Security Agency certifying the End-item Cryptographic Unit protects collateral Secret or above data; and completion of DD Form 2345 (Military Critical Technical Data Agreement) with Government approval prior to receiving technical documents. The contract is rated under the Defense Priorities and Allocations System (DPAS). Contracting officers are designated at DoDAACs N61340 and FA8210, with Ms. Andrea Gordon-Eubanks serving as the Basic ID/IQ Procuring Contracting Officer. Standard FAR and DFARS clauses apply, including provisions for cost accounting standards, certified cost or pricing data, cybersecurity maturity model certification (CMMC) compliance, item unique identification, small business subcontracting, and extensive technical data rights protections. The RFP incorporates numerous exhibits and attachments including Performance Work Statements, System Performance Specifications, acceptance criteria, configuration management plans, and pricing workbooks to be completed at contract award.
