RESPONSES TO VENDOR SUBMITTED QUESTIONS
1. Concerning the Data Requirements presented on page 14 and 15, with respect to the borrowers, please clarify the required dataset elements. Available data includes public records, credit records (all trade lines) collection information and credit inquiries.
Please see the Amended Solicitation, specifically Attachment B.
2. Instructions To Offerors -- Commercial Items Technical Factor 2: Data Quality states, “The Contractor shall provide a detailed narrative description specific to indicators of data quality, including: source(s) of data; current processes for ensuring data integrity and complying with industry standards for data cleanliness and completeness of data attributes; and list of other federal government and/or research institutions currently using the data.”
With respect to the source(s) of the data, is the offeror required to provide the name(s) of firms that may represent (subcontractors) that would provide data under this contract to a prime contractor?
In order to evaluate Technical Factor 2, as amended, in regards to source(s) of data, OFR should be provided with names/affiliations of firms in which the vendor anticipates as source(s) of the data being proposed.
3. Evaluation -- Commercial Items Price states, “(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).”
Can the government clarify how the price evaluation will be performed? Is government stating that the price evaluation will be for the maximum order (25 users for a five year period)?
A price analysis will be performed in accordance with FAR 12.209 and FAR 15.404-1(b). The prices proposed via Attachment C will be evaluated.
4. Evaluation -- Commercial Items Price - Can government clarify the test for unbalanced pricing? For example, how will Government assess price imbalance on minimum orders versus maximum orders? Does government expect the price per user to decline as more users are added?
The price analysis to be performed in accordance with FAR 12.209 and FAR 15.404-1(b) will identify unbalanced pricing. The prices proposed via Attachment C will be evaluated. It is at the Offeror’s discretion whether to propose prices per user that will decline as more users are added.
5. RFP Format -- In which volume should the VPAT for 1194.21 and 1194.22 be placed?
Volume I – Technical & Past Performance. Please see the Amended Solicitation, specifically the Addendum to 52.212-1.
6. RFP Format -- 52-212-3 (b) 1 and 2 – This section references ORCA which has been replaced by SAM.
Can the verbiage here be changed to reflect the “SAM” database or is there other language that should be used? In which volume should this acknowledgement be placed?

12. Data Use -- We don’t believe any commercially available dataset will meet the OFR’s requirements and permit the “Use of Information” required by the RFP. Is the OFR willing to negotiate on information use if the other requirements are met?
Per the Solicitation, Addendum to 52.212-1, please include with your proposal an acknowledgement that you agree to the terms of the “Use of Information” provision. If not, the reasons why you do not agree. The Government will review and take the concerns under advisement.
13. Data Use -- Is OFR planning to match the loan-level mortgage data being requested in this RFP to other datasets? If so, what datasets will OFR match to the loan-level mortgage dataset and what data elements will be used in the match?
The OFR is likely to match the loan-level mortgage data to house price index information using ZIP code information. The OFR is also likely to match these data to aggregate economic data (e.g., employment, GDP) by geography, as well. Any restrictions on matching should be explicitly defined in the proposal; OFR otherwise wishes to retain the right to match the information in any way it chooses, subject to applicable laws and executive orders.
