About this file

This is a sole source justification document for Brevard County Board of County Commissioners in Florida, supporting a single-source procurement for lighted traffic control signage systems. The county seeks to procure lighted traffic control systems designed for intersection safety improvements, with initial installation planned at the intersection of Stadium Parkway at Pineda Boulevard. The Notice of Intended Decision was posted on January 15, 2026, at 4:00 p.m., with a response deadline of January 21, 2026, at 4:00 p.m. Respondents who believe they can meet or exceed the stated requirements must submit convincing technical data to support their claims. The anticipated award date is January 15, 2026. The procurement is being executed in accordance with Florida Statutes section 287.057(5)(3)(c) and Brevard County Policy BCC-25. The procurement contact is Heather Riley, Public Works Department, 2725 Judge Fran Jamieson Way, Viera, Florida 32940, 321-617-7390, heather.riley@brevardfl.gov, with sole source ID number 4930115.

The total contract value is $50,000.00. TAPCO has been identified as the sole manufacturer capable of providing the required lighted traffic control systems. The county evaluated alternative sources before determining sole source justification was appropriate, identifying two competing vendors: Universal Signs & Accessories, which submitted a significantly higher quote, and Safety Products, Inc., which provided a slightly more expensive proposal but with documented quality concerns based on direct experience over the previous year. The justification emphasizes TAPCO's status as the sole manufacturer of the required equipment, along with cost-effectiveness and reliable build quality as primary factors in the selection. The vendor contact at TAPCO is Mitch Grothey, and the contract contact at Brevard County Public Works is Corrina Gumm. No specific information regarding set-aside designations for disadvantaged enterprises or restrictions limiting response eligibility is detailed in the available procurement documents.
