SOURCES SOUGHT

PM2-DLP-23-001 12 JAN 2023

From: COMSC, Special Missions (PM2), N105C

Subject: Operation and Maintenance of Four Government Vessels (T-AGSE)

THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER.

THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY

COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR

TO CONTRACT FOR SERVICES.

1. GENERAL: The purpose of this market survey is to gather information regarding vendors’ ability to provide for the operation and maintenance of four modified Offshore-Supply vessels identified as T-

AGSEs serving as Blocking Vessels that also execute Brief Stops for Personnel and serve as host platforms for the Navy’s Submarine Rescue Dive and Recompression System. Helm Operators require specialized training in order to operate laser guided track/follow systems onboard.

2. SCOPE OF WORK: The contractor shall provide qualified vessel officers and crew, operational and technical support (ashore and afloat), equipment, tools, provisions and supplies, to operate, maintain and repair the Government-Owned, Contractor-Operated (GOCO) vessels. The contractor shall operate and maintain the T-AGSEs and associated equipment to MSC standards of material readiness and appearance, and ensure the vessel is mission-ready at all times. The T-AGSEs Operating Tempo is anticipated to be in Full Operating Status with the potential for up to two (2) 1 week availabilities for maintenance each year. The contractor shall provide a Vessel Master and Licensed Mates who have both Dynamic Positioning and Ballast Control Officer qualifications. The contractor shall provide adequate shore side personnel to oversee life cycle maintenance requirements and all long lead repair projects.

3. CONTRACT STYLE: Firm-Fixed Price with reimbursable elements. Reimbursable elements include repair parts, port charges, industrial assistance, non-watch overtime, fuel, costs associated with Vessel

Repair Availabilities/Regular Overhauls, and Government directed alterations/work.

4. PERIOD: The period of performance is estimated to commence 28 February 2025 through 27

February 2030, followed by one six-month option period.

5. LOCATION: Pacific and Atlantic Oceans.

6. In order for the Government to consider a company’s sources sought notice response during the development of the acquisition strategy, to include the small business set-aside determination, interested parties shall provide:

a. Name of company;

b. POC, Telephone Number, Fax Number, Address, and e-mail address;

c. Contractor and Government Entity (CAGE) Code;

d. Small business size status (i.e., small or large business; 8(a) status, etc.);

Note: The Government is still determining the acquisition strategy, and if this acquisition will be a small business set-aside, then FAR clause 52.219-14, Limitations on Subcontracting, applies.

Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two or more potential small business prime contractors shall be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14. If it is determined that a small business set-aside is appropriate and your company anticipates submitting a proposal as the prime contractor for a small business set-aside, please provide specific details and rationale as to how compliance with

FAR clause 52.219-14 would be achieved, including specific details regarding teaming arrangements, and if subcontracts are to be used, provide the anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. Teaming and/or subcontracting arrangements should be clearly delineated and, previous experience in teaming shall be provided.

e. A narrative demonstrating how it will meet the following minimum requirements. To be considered technically acceptable/capable, respondents shall:

i. Possess and maintain at least a SECRET-level facility clearance at the time of solicitation offering and to process personnel performing under this requirement for SECRET clearances;

ii. Have experience operating and maintaining four or more DP-2 rated ocean-going ships that are greater than 2,500 gross tons and a minimum of 6,000 horsepower for five or more years within the past ten years prior to issuance of this sources sought notice; and

iii. Have experience managing at least two repair and maintenance availabilities for ocean going ships that are a minimum of 2,500 gross tons and a minimum of

6,000 horsepower, and were performed within ten years prior to issuance of this sources sought notice. Additionally, cost of the availability shall be greater than

$5,000,000 and lasting more than 45 days if performed in the U.S. Offerors may use ongoing repair and maintenance availability work to meet this repair and availability experience requirement. However, projected future costs will not count toward availability cost thresholds. Only actual, incurred costs will count towards availability cost thresholds.

iv. Meet the financial viability requirements described in this section. In addition to a narrative, respondents shall furnish evidence (audited and certified financial statement which shall include a balance sheet, profit and loss statement and a cash flow statement, or a letter of credit) of adequate financial resources to perform the contract or the ability to obtain such resources. Adequate financial resources would be an amount equal to the total value of 45 days of per diem payments, plus the necessary resources to conduct two major availabilities within a 12-month period (estimated at $5,000,000 each). Adequate financial resources are $12,610,000.00 based on the calculations in Table 1 below:

Table 1:

Vessel FOS Per Diem Qty Total

TAGSE $29,000.00 45 days $1,305,000.00

TAGSE $29,000.00 45 days $1,305,000.00

-Full Operating Status (FOS) Per Diem. The proposed per diem rates should include a three-day onboard turnover period when replacing shipboard key billets. The contractor’s firm-fixed-price FOS per diem rates shall include the full wages and fringe benefits for each crewmember for an eight-hour workday, seven days per week (56 hours per week per person), and 365 days per year
