Directives
The contractor shall comply with the MSC Standard Operating Manual (SOM), COMSCINST 3121.9
(series), Standard Operating Manual (SOM). In cases where the SOM and this Contract conflict, the contractor shall notify the COR, and the Operational Commander immediately.
Operational control is the authority to perform functions of command over subordinate forces involving organizing and employing commands and forces, assigning tasks, designating objectives and giving authoritative direction necessary to accomplish the mission. A designated Operational Commander, that may or may not be the Submarine Commander, USCG Patrol Commander, or cognizant MSC Area
Command (depending on AOR and mission being executed), normally exercises operational control of the ships covered under this contract. The contractor shall comply with Operational Commander and
MSC Area Commander’s direction. If there is a conflict between the Operational Commander and the
MSC Area Commander, the contractor shall follow the direction of the Operational Commander.
Contractor shall comply with all anti-terrorism/force protection (AT/FP) and other security requirements for the ships while at sea and in port required by the Operational Commander. If a situation arises preventing the operator from complying with mission tasking, the contractor shall immediately notify the
Operational Commander and provide an information copy to COMSC and the cognizant MSC Area
Commander. The Operational Commander or MSC Area Commander will obtain foreign Diplomatic
Clearances (DIPCLR) in support of foreign port visits. Each operational mission will be the subject of a classified Operational Order (OPORD), Fragmentary Order (FRAGORD) and/or Sailing Order
(SAILORD) that specifies how the mission will be accomplished. The contractor shall comply with all direction and instructions in cognizant Orders. The Master is authorized to make minor deviations from
SAILORDs to meet mission requirements, provided the Master immediately notifies all commands within the operational chain of command of the deviation. The contractor shall immediately report any delay of any ship and/or diversions from operations to the Operational Commander.
Tactical Control (TACON)
TACON is a sub-element of OPCON. It includes the detailed and local direction and control of ship movements necessary to accomplish operational missions. The Operational Commander normally delegates TACON to the cognizant MSC Area Commander. The command exercising TACON will issue
SAILORDs IAW the established ship schedules. The contractor shall comply with all SAILORDs.
TACON is held by US Coast Guard (USCG) Sector Jacksonville and Puget Sound for executing escort missions IAW the District Seven or District Thirteen OPORD. Authority is delegated to the USCG Patrol
Commander (PATCOM) for the purpose of mission execution. The PATCOM will retain TACON of each
T-AGSE during escort missions executing the authority to directly control vessel movements and maneuvers within the operational area necessary to accomplish the mission as directed by NSSC.
Administrative Control (ADCON)
ADCON is direction or exercise of authority over subordinate or other organizations with respect to administrative and support, including organization of Service forces, control of resources and equipment, personnel management, unit logistics, individual and unit training, readiness, mobilization, demobilization, discipline, and other matters not included in the operational mission of the subordinate or other organizations.
Page - 23
The Program Management Office (PM2), Military Sealift Command Headquarters (MSC HQ), will exercise ADCON of the ship.
The contractor shall plan to operate the ships worldwide and have the ability to do so during the entire period of performance. At time of solicitation, ships are operating in the areas identified in C-1.1.3.1.
Both the ship and equipment are designed for extended, independent underway operations in remote geographic areas. Therefore, self-sufficiency in operations and maintenance is an important mission objective.
Vessel Operating Areas (OPAREA)
The Government anticipates the operating two of the vessels in the Commander Third Fleet AOR and two of the vessels in the USFFC/CTF80 AOR. The government does not provide any guarantee the ships will continue to operate in these areas during the contract period of performance. Contract price shall not be increased or decreased to account for cost changes due to a change in ship(s) operational locations.
Concept of Operations:
At contract performance commencement, the T-AGSEs are projected to be pier side in Sub Base King’s Bay and Naval Base Kitsap–Bangor, Washington. The typical outbound mission will consist of two (2) T- AGSEs meeting an SSBN at the exit to the Waterfront Restricted Area (WRA), taking station on the port and starboard sides of the SSBN, and automatically maintaining station on the SSBN to the dive point, typically a transit of 60-120 miles (it varies by coast and the nature of the mission) at speeds through the water of up to 14 knots. Should an event occur, the vessels will remain on station and continue to provide security escort services per the direction of the embarked USCG PATCOM and the SSBN Commanding Officer. Once the vessels are released they return to port or to the authorized forward staging location.
Transit times average 14-18 hours from beginning until return to port (depending on transit speed).
Inbound missions follow a similar profile in reverse. There will be other missions where passengers and equipment may be dropped off or picked up at alternate locations, as well as escorts to locations other than the dive point. T-AGSE Masters will participate in local mission scheduling and transit protection operations briefings. In addition, periodic training sessions with the PATCOM and SSBN crews will be required, as well as any training required by the Contractor to maintain proficiency. The notional mission profile is further outlined in the TTPs and OPORD(s). Both are SECRET documents that can be reviewed upon request and will be provided upon contract award. “The Blocking Vessel Mission Profiles,” Attachment G, which is designated DoD UCNI, provides additional information.
At commencement of Contract performance and throughout the performance period of this contract, the government anticipates the ship(s) will be operated as indicated in C-1.1.3.. However, the Government may direct ships to be placed into a Full Operating Status (FOS), Reduced Operating Status (ROS), Repair Availability Status (RAV) at any time and Offerors shall account for this risk in their pricing.
Contract’s firm fixed price shall not be increased or decreased to account for cost changes due to a change in a ship’s operating status.
Operating Tempo (OPTEMPO)
Normal OPTEMPO for each ship is reflected below. All ships are anticipated to be in FOS for the duration of this contract. However, due to the nature of the ships’ missions, these schedules are subject to short-notice changes that can have an impact on availability planning. Future OPTEMPO may vary for the ship(s). The government does not guarantee future OPTEMPO will be similar to past OPTEMPO.
Operational commitments drive OPTEMPO of ships. Operational commitments during this contract’s period of performance may radically differ from past operational requirements.

Projected Operating Tempo for Days At Sea; In Port; and during M&R
NOTE:
1. M&R days are based on scheduled maintenance 5-year average and does not include MSC/Sponsor ship alterations or emergent repairs.
General Operations
The contractor shall ensure the ship(s) and all ship(s) equipment, systems, and appurtenances are continuously maintained in good working order and repair regardless of the frequency or importance of use. In case of emergency, nothing in this Contract shall be construed as preventing the Master from taking the most effective action to safeguard life, property and the ship. The Master shall have authority to abort operations temporarily based on clear and present danger to life at sea. Upon abortion of any operation, the Master shall inform the OPCON with an information copy to COMSC and the cognizant
MSC Area Commander. The Master shall provide a written report of the action taken, the rationale for the action, and recommendations to prevent a future recurrence of a similar event that requires a Master to abort an operation. The Master shall submit the written report as soon as possible but no later than five working days beyond the aborted event. Under normal operating conditions, the Master shall not take any mission-aborting action without the prior approval of the OPCON.
Crew Maintenance Overtime
In order to validate crew maintenance overtime, the contractor shall electronically submit a ship's force work list (SFWL) for each ship, for the upcoming month, no later than five business days prior to the end of the current month IAW Section C-4.4.1, Monthly Budget Status Report. The contractor shall submit the SFWL to the COR and include the following minimum information within it:
A prioritized list of repairs and other corrective maintenance actions that each ship intends to
