About this file

This is a Base Specifications document for an Invitation to Bid (ITB) issued by the State of Tennessee through TACN for the procurement of Land Mobile Radio (LMR) test and analysis equipment. The State seeks bids for three units of new, current-production portable LMR modulation analyzers and signal generators, specifically the S412E LMR Master or equivalent products that meet or exceed all mandatory requirements. The equipment must be capable of 500 kHz to 1.6 GHz continuous-wave RF signal generation and shall be delivered to 225 Ezell Pike, Nashville, TN 37217, Attention: Chuck Rushing. The specification establishes the S412E as the basis of design to ensure quality, interoperability, and functional capability, while permitting equivalent products that meet every written requirement and include sufficient manufacturer documentation demonstrating comparability.

The procurement requires three units of the LMR Master equipped with specific mandatory options including an Interference Analyzer (Option 25), GPS Receiver (Option 31), P25 Phase 2 Analyzer (Option 521), and P25/P25 Phase 2 Coverage Mapping (Option 522), along with numerous accessories such as AC/DC power supplies, power cords, coaxial calibration kits, test port extension cables, GPS antennas, transit cases, battery packs, and software licensing dongles for auto-test and alignment functions. All equipment shall be new, not used, and fully configured with installed options, activated software licenses, feature keys, and verified firmware before delivery. No subscription or recurring fees shall be required for mandatory functions unless specifically identified and accepted by the State, and the delivered system must be fully functional without requiring additional prerequisite purchases.
