About this file

This is a Scope of Work document for Invitation for Bid (IFB) LR271001 issued by the Maryland Department of Transportation's Maryland Transit Administration (MTA) for the procurement of concrete cross ties and rail fastening components for the Baltimore Light Rail system. The contractor shall manufacture and deliver 1,000 prestressed concrete cross ties with specified rail fastenings, along with 60 Orgo-Thermit rail welding kits, for replacement of damaged ties on designated light rail ballasted track. Delivery of all materials must be completed within 240 calendar days from the Notice to Proceed. Materials shall be delivered to the MTA Cromwell Light Rail Maintenance Facility located at 7390 Baltimore/Annapolis Boulevard, Glen Burnie, Maryland 21217, with at least 30 days' advance notice required. All concrete ties shall conform to dimensional specifications including 8 feet 3 inches in length (±1/8 inch), a maximum weight of 700 pounds, and rail seat cant of 1:40 toward the centerline. The contractor must submit shop drawings, structural calculations, concrete mix design, fabrication plans, and a comprehensive Quality Assurance/Quality Control plan within 15 calendar days of the Notice to Proceed.

The concrete ties shall achieve minimum 28-day compressive strength of 7,000 psi and flexural strength of 750 psi, with design specifications based on AREMA Manual Chapter 30 and ACI standards. Materials specifications include Type II or III low-alkali cement with minimum 600 pounds per cubic yard cement content, water-cement ratio not exceeding 0.45, and Class 4S aggregates in accordance with ASTM C 33. Rail fastening components consist of elastomeric rail seat pads, tension clamps, angled guide plates, threaded inserts, lag screws with washers, and restraining rail assemblies for use with 115RE running rails. The contractor shall perform comprehensive quality control testing including compressive and flexural strength tests, freeze-thaw testing per ASTM C 666, and Duggan concrete expansion testing, with all test results documented and submitted to the Administration within five days of completion. Production quality control requires routine acceptance testing on one tie per every 200 ties cast, including rail seat positive bending moment tests and bond development testing, with statistical sampling plans implemented if initial tests fail.
