About this file
This document is Appendix 1 to an Invitation for Bids (IFB) issued by the Maryland Transit Administration (MTA) for IFB LR271001 - Concrete Ties & Rail Material, effective July 2024. The appendix provides standardized abbreviations and definitions applicable to the solicitation, establishing precise terminology for key procurement concepts including bids, bid packages, bidders, contractors, and contract administration roles. The definitions clarify essential parties such as the Procurement Officer (sole point of contact prior to contract award and the only representative authorized to modify the contract) and the Contract Monitor (responsible for contract administration, compliance monitoring, and MBE/VSBE oversight). Additionally, the appendix defines operational terms including business days (Monday through Friday excluding State Holidays), local time (Eastern Time Zone), Normal State Business Hours (8:00 a.m. to 5:00 p.m.), and the Notice to Proceed (NTP) process that establishes work commencement dates.
The appendix also establishes definitions for compliance and certification requirements relevant to the solicitation. These include Minority Business Enterprise (MBE) status as certified by the Maryland Department of Transportation under COMAR 21.11.03, and Veteran-owned Small Business Enterprise (VSBE) verification through the United States Department of Veterans Affairs Center for Verification and Evaluation. The document defines critical data security and privacy terms, including Data Breach and Personal Information (PI) or Personally Identifiable Information (PII) as established under Maryland State Government Article Section 10-1301(c), which encompasses Social Security numbers, driver's license numbers, passport numbers, taxpayer identification numbers, and financial account information. References are provided to the Code of Maryland Regulations (COMAR) and the State's eProcurement system, eMaryland Marketplace Advantage (eMMA).
