About this file
This document is an evaluation criteria guide that establishes the technical capability rating system and past performance requirements for federal contract proposals.
The technical evaluation uses a five-tier adjectival rating system with associated color codes: Outstanding (Blue) indicates exceptional approach with strengths far outweighing weaknesses and very low performance risk; Good (Purple) indicates thorough understanding with strengths outweighing weaknesses and low performance risk; Acceptable (Green) indicates adequate approach with offsetting strengths and weaknesses and moderate performance risk; Marginal (Yellow) indicates failure to clearly meet requirements with unoffset weaknesses and high performance risk; and Unacceptable (Red) indicates non-compliance with deficiencies that render the proposal unawardable. For past performance evaluation, offerors must provide evidence of similar contract work completed within five years of the solicitation date, including verifiable references with contact information demonstrating comparable type, size, scope, and complexity of performance.
