☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from ABB, Inc. for ABB Force Control Unit, ABB MU300 Motor Unit & ABB SMB box 7M Cables. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6-20 weeks after receipt of the purchase order.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Langley Research Center has a requirement for the ABB 3HAC054398-001 force control software and force transducer. We use an ABB robot and this is the only option with guaranteed compatibility. For safety reasons, we prefer to use ABB’s force control software; we must use this brand of force-torque sensor for compatibility with the software; we must use ABB’s additional axis controller because that is the only compatible option for expanding the number of control axes; we prefer to use an ABB motor because it is guaranteed to be compatible with the ABB controller we use.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another brand were to be used it would add development time on our end- we would have to write custom software to communicate with another brand of sensor and another motor- and we will end up with incompatible hardware and have to buy more. Writing, reviewing, and testing the software would be expected to take months of schedule and could possibly lead to a work stoppage.
