• When 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate of the cost to the
Government that would be duplicated and how the estimate was derived.
• Include a copy of the previous justification.
• The approval authority shall determine whether the planned actions were completed. If the actions were not completed, the justification for the follow-on acquisition shall be approved by the approval authority one-level above the approval authority for the previous justification (see FAR 6.304). | Text2: This justification approves software subscription renewal restricted to Llamasoft brand name. The purchase is for Llamasoft’s Supply Chain Guru Software maintenance and support for DLA Disposition Services (DSS) data analysis. |
This is a subscription renewal for the period of performance of 31 December 2020 to 30 December 2021.
| Text3: In 2016, DSS contracted a vendor to perform an exploratory data analysis of the supply chain business practices where Supply Chain Guru software was ingrained in the system. DLA needs to be able to perform this data analysis continually to avoid interruption of services, and loss of data. Llamasoft’s Supply Chain Guru software is the only platform on the market today that can perform the functions necessary to do the supply chain analysis required. . |
| Text4: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one Responsible Source and no other supplies or services will satisfy agency requirements.” Supply Chain Guru subscription software and software maintenance support is a brand name product of Llamasoft Inc. No other firm can provide subscription software and software maintenance support for this brand name product due to the proprietary nature of the software. Use of this brand name product is essential to the Government’s needs, thereby precluding consideration of a product of another company. No other brand name software is compatible with the existing Supply Chain Guru subscription software and software maintenance support. Only Supply Chain Guru, manufactured by Llamasoft Inc., will support the existing licenses owned and utilized throughout DLA. |
| Text5: In accordance with FAR 13.106-1(b)(i). A brand name, whether available on one or more contracts, is an item particular to one manufacturer and may be procured by brand name specification if essential to the Government’s requirements. |
The software package must be able to be customized for specific DLA requirements and must be able to run multiple model optimizations and simulations using one common database. Supply Chain Guru Software capabilities include a network design application that enables users to model their supply chains, evaluate alternatives, optimize the structure, and simulate scenarios in order to predict the operational performance. The application includes detailed modeling and analysis functionality to support site selection and decisions, transportation strategy decisions, inventory policies decisions and strategic sourcing decisions. Supply Chain Guru also includes detailed discrete event simulation to visualize the operational performance of any scenario, to compare multiple scenarios, and to verify the service rates, inventories, and site capacities over the time horizon defined by DLA DSS.
Brand name Llamasoft Supply Chain Guru is essential to the Government’s requirements and market research indicates other companies’ products do not meet, or cannot be modified to meet, the Agency’s needs. Only Llamasoft Supply Chain Guru is able to provide efficient network optimization modeling and simulation capability.

Llamasoft is the only authorized provider of this subscription, and does not have resellers. There is no reasonable expectation that offers will be received from multiple small business concerns. This requirement will be solicited on unrestricted basis posted as a Request for Quotation (RFQ) on open market. |

Text10: DLA has and continues to exercise competition as often as possible and is required to conduct ongoing reviews to keep abreast of new technology, both in industry and in the Government as a continuing effort within DLA. DLA uses a variety of vendors, manufacturers and contracts to fulfill its requirements and will continue its practice of surveying the market to ensure full and open competition. No other source has demonstrated the capacity necessary to provide the required software support at this time.
