About this file
This is a Justification for Other than Full and Open Competition (J&A) for federal contract awards by the Defense Logistics Agency (DLA) Energy.
DLA Energy awarded two contracts to BP Oil International Limited for urgent one-time purchases of Aviation Turbine Fuel (JA1) with static dissipator additive (SDA) to be delivered to the Defense Fuel Service Point Central European Pipeline System (DFSP CEPS) via FOB Origin pipeline. Contract SPE602-26-P-0457 is valued at approximately $37,816,465.40 with performance through March 25, 2026, and contract SPE602-26-P-0458 is valued at approximately $37,816,465.40 with performance through April 4, 2026, for a combined total of $75,632,930.80. The awards were made on an unusual and compelling urgency basis without full and open competition, and the J&A was published after award in accordance with FAR 6.103-2(d). The contracting officer determined pricing was fair and reasonable based on comparison with current market prices and consideration of broader forces shaping oil prices in the European market. DLA Energy's intimate knowledge of the supply chain and supplier base identified BP Oil International Limited and one other company as the only two responsible sources capable of fulfilling the urgent requirement within the necessary timeframe. No market research was conducted for this one-time emergency purchase. Future fuel requirements for this location will utilize annual contracts awarded through the AEM bulk program using full and open competition procedures.
