About this file

This is a Justification for Other than Full and Open Competition (J&A) filed by the Defense Logistics Agency (DLA) Energy for a spot buy contract awarded to Vitol Aviation Co.

The contract SPE602-26-P-0475 is for the delivery of Aviation Turbine Fuel (JA1) with static dissipator additive (SDA) via FOB Origin pipeline to Defense Fuel Support Point Central European Pipeline System (DFSP CEPS) in an estimated dollar value of $22,665,636.00. The award was made on an unusual and compelling urgency basis with a performance period from the date of award through a redacted completion date. DLA Energy conducted a request for information on June 2, 2026 to identify potential vendors maintaining aviation fuel stocks at the CEPS system, followed by a request for quote (RFQ) on June 3, 2026. Vitol confirmed access to the CEPS pipeline, the ability to provide the total volume, and quoted the lowest offered price, resulting in award. The contracting officer determined the anticipated cost to the Government of $22,665,636.00 is fair and reasonable based on comparison with proposed prices received and current market prices obtained through market research in accordance with FAR 15.404-1(b). The J&A was publicized after award per FAR 6.103-2(d) due to the unusual and compelling nature of the requirement. Future fuel requirements for DFSP CEPS will utilize annual contracts awarded using full and open competition through the Atlantic/Europe/Mediterranean (AEM) Program.
