About this file

This is a Statement of Work (SOW) for U.S. Coast Guard component repair and overhaul services under PR #6124-CB01.

The contractor must provide inspection, repair, and overhaul services for USCG aircraft components through an Original Equipment Manufacturer (OEM), OEM Authorized Repair Center, or FAA Certified 145 Repair Center acceptable to the Coast Guard. The contractor shall comply with OEM specifications, Component Maintenance Manuals (CMM), Service Bulletins, Overhaul and Repair Instructions, and technical specifications current at contract award, and maintain ISO 9000 compliance or an equivalent quality system. Repair levels include Inspect/Repair as Necessary (IAW) for failure analysis and defective part replacement, and Overhaul consisting of complete teardown, inspection, cleaning, 100% OEM-recommended component replacement, and consumable replacement. The contractor may request Beyond Economical Repair (BER) determinations, though only USCG can make final BER decisions. Within 15 calendar days of receiving unserviceable components, the contractor must inspect for missing parts and notify the Contracting Officer. Within five calendar days of inspection, the contractor shall provide a Teardown and Inspection Report (TIR) identifying all parts requiring repair or replacement, unit pricing, labor hours and rates, and other applicable charges.

Components must be thoroughly cleaned per CMM requirements and tested for hazardous substances including hexavalent chromium, cadmium, and lead before return to the Aviation Logistics Center. The required turn-around-time is 90 days after receipt of material (ARM), with earlier delivery desired if no extra charges apply. All repaired and overhauled components must be airworthy and suitable for USCG aircraft installation, with FAA airworthiness release 8130-3 Certificate or EASA Form-1 provided with each component. Packaging and preservation must comply with CMM standards; Electrostatic Discharge Sensitive (ESDS) components must meet ANSI/ESD S541 or MIL-STD-2073. Each package must be labeled with National Stock Number (NSN), Part Number, Serial Number, Nomenclature, Purchase Order Number, CLIN, and vendor CAGE CODE. The Coast Guard tracks components through the Aviation Computerized Maintenance System (ACMS) and requires contractors to maintain legible component tracking forms showing part number, nomenclature, serial number, and specific rework performed. Final inspection and acceptance will be performed by ALC quality assurance personnel for quantity, condition, and compliance with contract requirements.
