About this file

This document is a Project Performance Management Plan for a federal grant opportunity. The grant is titled "Building International Data Protection and Capacity" and is funded by the U.S. Department of State under the Cyberspace and Digital Policy program (CFDA 19.665). The project aims to increase partner countries' capacity to develop, adopt, and implement legal frameworks that protect individual data privacy, while enabling trusted cross-border data flows and digital trade.

The plan outlines the project context, including the applicable Strategic Goals and Objectives, and the DCCP Pillars supported. It provides an Indicator Table that lists the project's performance indicators, their associated objectives and activities, data sources, baselines, and annual targets. The document also describes the performance monitoring and evaluation approach, including roles and responsibilities for data collection, quality assurance, and any planned independent evaluations. This is a detailed template for the grant recipient to use in managing and reporting on the project's performance.

Part 2: Indicator Table

To help think through what is necessary to adequately monitor the project and account for results, complete the table below. For each indicator, provide its name/title, the project objectives and activities that the indicator relates to, whether it measures an output (direct, tangible results from executing an activity) or an outcome (what we achieve from completing the outputs in terms of changes to laws, behaviors, norms, etc.), the data source (how data will be collected), baseline values if known (where we are starting), and any target values per year or quarter or the PoP of the project if know (the desired value for the output or outcome).

To complete the below table, consult the DCCP Indicator List and the Indicator Selection Guidance to select appropriate DCCP indicators. Project-specific indicators not identified in the DCCP Indicator List will also likely be needed. All indicators should be included below and reported on in every quarterly report, even if some indicators have “0” results for several quarters.

Note: The award recipient will work with the State Department to finalize indicators, including some that will be required by the Department.
