About this file
This document is Appendix A of a Final Request for Lease Proposal (RFLP No. AFCEC-27-R-0001) issued by the Air Force Civil Engineer Center (AFCEC) for an Enhanced Use Lease (EUL) project at Edwards Air Force Base (EAFB) in California. EAFB operates under Air Force Materiel Command (AFMC) and serves as the focal point for American aerospace research, development, and flight testing, hosting the 412th Test Wing, Air Force Test Center headquarters, the U.S. Air Force Test Pilot School, NASA Armstrong Flight Research Center, and the Air Force Research Laboratory Rocket Propulsion Division.
The proposal offers approximately 215 acres of federal property outside the installation's security fence for development: Site #1 contains 140 acres located south of West Rosamond Boulevard, and Site #2 contains 75 acres located north of West Rosamond Boulevard at the corners of West Rosamond Boulevard and Division Street. Both sites are undeveloped with no existing improvements. Vehicular access is available from Rosamond Boulevard. Southern California overhead electrical distribution lines are located on the eastern edge of the parcels, while water and gas utilities must be routed from off-installation sources. Key development considerations include compliance with UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings, completion of Phase 1 Environmental Baseline Surveys at contractor expense with tribal consultation, Phase 1 cultural resources surveys with California State Historic Preservation Office consultation, and avoidance of CERCLA Site 280 in the northwest corner of the north parcel (APN 471-030-02), though development may proceed if the lessee assumes cleanup responsibility for overlapping contamination areas. The installation is exempt from Air Installation Compatible Use Zones (AICUZ) requirements as noise contours remain within installation boundaries, and the bordering land is designated as a training buffer.

1.0 Preamble
This document provides a description of the parcel(s) available at the installation for potential development under the Enhanced Use Lease (EUL) program. It is intended to support interested parties in reviewing the opportunity in connection with the Request for Lease Proposal (RFLP).
2.0 Installation Overview
Edwards Air Force Base operates under the direct oversight of the Air Force Materiel Command (AFMC) and is globally recognized as the focal point for American aerospace research, development, and flight testing. The installation's core mission is to plan, execute, and analyze developmental flight and ground testing for new aircraft, weapons systems, avionics, and integration software before they are delivered to operational units. Under its guiding vision, "Victory...Forged by Test," the base ensures that technology fielded to joint warfighters is safe, reliable, and lethal.
This developmental testing is supported by highly advanced ground infrastructure, including the Joint Simulation Environment (JSE) and the extensive natural flat surfaces of the Rogers and Rosamond Dry Lakes, which serve as invaluable emergency landing zones for experimental craft.
The operational footprint of Edwards Air Force Base is anchored by the 412th Test Wing (412 TW), which serves as the host wing and directly manages the base's flying, maintenance, and engineering components. Co-located on the installation is the headquarters of the Air Force Test Center (AFTC), which leads the broader test and evaluation mission across the entire Air Force enterprise. The base also hosts the elite U.S. Air Force Test Pilot School (TPS), where top-tier pilots, navigators, and engineers are trained to conduct experimental flight tests. Beyond Department of Defense operations, the base is home to the NASA Armstrong Flight Research Center, a vital hub for civilian aeronautical research, and the Air Force Research Laboratory (AFRL) Rocket Propulsion Division located on Leuhman Ridge, which spearheads high-thrust rocket technology development.
3.0 Land
EAFB offers approximately 215 acres spread over various sites on the installation, but outside the security access gate, for development. Additional details for each site are below:

4.0 Tenants and Improvements
The site has no existing improvements.
5.0 Transportation and Access
5.1 Secured Access
The site is located on federal property but outside of the installation’s security fence.
5.2 Vehicular Access
Vehicular access from Rosamond Blvd.
6.0 Infrastructure and Utilities
Southern California overhead distribution lines are located on eastern edge of the parcels. Water and gas would have to be routed from off installation.
7.0 Development Considerations
None
7.1 Security
UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings defines the AT standards that apply to all facilities. The EAFB Security Forces antiterrorism officer should be consulted to determine the applicable standards for specific buildings.
7.2 Environmental Considerations
No Environmental Baseline Surveys (EBS) have been completed, the contractor will be responsible for the cost and contracting out of the EBS.
At least a Phase 1 survey will be required for the entire site. I would anticipate notifications or additional consultation being required for all surveys. Tribal notification/ consultation will also be required.
7.3 Zoning
The installation is exempt from AICUZ as all of our noise contours are within the installation boundary.
7.4 Air Installation Compatible Use Zones
The boarding land is noted as a training buffer.

7.5 Airfield Clearances
7.6 Explosives Safety Zone
7.7 Environmental Restoration Program
For the site south of Rosamond Blvd (APN 471-030-08):
No known ERP sites.
For the site north of Rosamond Blvd:
The location has no known ERP sites but is located close to a known ERP location. CERCLA site (Site 280) is in northwest corner of parcel (APN 471-030-02) and immediately adjacent to Kern County Rosamond Burn Dump (closed). Site 280 is to be avoided in considering possible development opportunities. It’s preferred to avoid Site 280. However, development can occur so long as the EUL/developer assumes the cleanup responsibility for the overlapping acreage (Site 280 contamination and development footprint).
7.8 Cultural Resources
At a minimum, both parcels will require a Phase I cultural resources survey and consultation with the California State Historic Preservation Office (SHPO).
