YOU MUST BE AN AUTHORIZED DISTRIBUTOR OR DEALER OF NATIONAL COMPRESSOR EXCHANGE PROVIDE WRITTEN DOCUMENTATION FROM THIS VENDOR. Contractors having the expertise and required capabilities to repair these items are invited to submit complete information discussing the same.

☒Quality Assurance Q/A Inspection, if this block is checked, the contractor shall be responsible for notifying the Contracting Officer at least seven (07) calendar days prior to the contractor being ready for any Q/A inspections or testing as required.
(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format outlined in FAR Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(2) Solicitation Number 70Z08524Q39001B00 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01, dated 30 December 2022. It is anticipated that a competitive price purchase order shall be awarded because of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency.
(3) This acquisition will be issued as a 100% small business set-aside under NAICS 336611 with a small business size standard of employees.
(4) See Attached Excel Spreadsheet, “CLIN Structure.”
(5) These parts are used on U. S. Coast Guard LREPL. Substitute parts or part numbers are NOT acceptable. The USCG does not own the rights to the proprietary data and therefore cannot provide drawings, specifications, or schematics for these parts.
(6) Packing and Marking:
5.1. PRESERVATION - An overhauled 130 ton compressor is typically intended for long term warehouse storage and not for immediate installation.
Therefore, it is critical that the Contractor ensure that the overhauled 130 ton compressor undergoes the following preservation requirements in accordance with the Specification Packaging and Labeling SP-PP&M Rev D dated 6/11.
5.1.1. The 130 ton compressor shall be drained and completely free of all test fluid.
5.1.2. All unpainted surfaces shall be sprayed with a thin film of rust inhibitor in accordance with MIL-PRF-81309F, dated 05/16/2005, type 2, class 1 or 2, Corrosion preventive compounds, water displacing, ultra-thin film.
5.1.3. Any exposed threads shall be protected by a cardboard sleeve.
5.1.4. Each 130 ton compressor shall be completely assembled and ready for installation.
5.1.5. All openings shall be sealed with removable plastic caps.
5.1.6. Each 130 ton compressor shall be placed in an 8 mil minimum thickness translucent polyethylene bag. The bag opening shall be secured with an appropriate sized doubled nylon tie wrap. The areas where the skid mount bolts penetrate the polyethylene bag, a 1/8? thick rubber gasket or silicone sealant shall be used to seal the bag from the entrance of moisture.
5.1.7. Place 64 units of desiccant inside the sealed bag in accordance with MIL-D-3464E dated 04/1987, Desiccants, Activated, Bagged, Packaging Use and Static Dehumidification.
5.2. PACKAGING & PACKING
5.2.1. Each overhauled and preserved 130 ton compressor shall be returned in the original shipping container it was received in unless prior approval from the KO has been obtained for a new shipping container. Upon approval from the KO the 130 ton compressor shall be packaged in a new shipping container in accordance with ASTM D3951-98. Each 130 ton compressor shall be individually packaged in its own reusable 'Commercial" grade box which shall be capable of providing protection during multiple shipments by multiple carriers.
b. The container shall be framed (either on the inside or outside) using solid wood as framing material. Wood screws directly into plywood will not be acceptable.
c. The cover shall be attached using stainless steel Phillips head decking screws.
d. Each overhauled and preserved 130 ton compressor shall be securely fastened to the shipping container using lag bolts, washers, lock washers and nuts (minimum).
5.3. MARKING - The marking described herein shall be placed on the longest two sides of each box (on opposite ends). The lettering shall be black painted stencil and permanently affixed to each container. The lettering shall be at least 3/4" high, and be applied on a highly contrasting painted white background.
5.3.1. All previous markings and quality assurance decals shall be completely removed from the reusable shipping container prior to the application of any new markings.
5.3.2. This marking shall consist of the following information:

5.3.3. Stenciling on each crate shall include the appropriate stock number and part number for each applicable 130 ton compressor enclosed.
5.4. BAR CODING - A Bar Code label shall be attached to each 130 ton compressor shipping container prior to shipment from the Contractor's facility.

(7) Delivery:
All items shall be delivered not later than 30 December, 2023. Deliveries are to be made Monday through Friday between the hours of 7:00 am to 1:00 pm.
Delivery shall be F.O.B. Destination to:
United States Coast Guard (SFLC) Receiving Room, Bldg. #88 2401 Hawkins Point Road Baltimore, MD 21226.
(8) Inspection and Acceptance: F.O.B. DESTINATION
Inspection and acceptance shall take place after verification of preservation, Individual packaging and marking requirements and confirmation of no damage during transit. Failure to comply with packaging requirements will result in rejection and nonpayment.
The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In addition, the following language applies to this provision:
(9) Multiple awards will not be made. Vendor shall provide an all-or-nothing quote for the requirement identified in (5) above.
(10) Award will be made to the lowest price offeror, that is deemed technically acceptable.
In accordance with the specification, the Contractor shall provide a TOTAL FIRM FIXED PRICE for all necessary equipment and labor (to include estimated repair cost) at a loaded composite hourly rate, including profit, G&A and overhead, material, to arrive at a total price to overhaul, test, prepare and submit a Final Inspection Report, preserve, package, mark, and delivery. The composite labor rate will be multiplied by the estimated number of labor hours and will be used for evaluation purposes. A material percentage will be proposed by the contractor to be used for all shipping, handling, and other costs associated. This percentage will be multiplied by the Government’s anticipated price to obtain an extended price for evaluation purposes.
The total evaluated price will be based on the total value of CLINs 0001 and 0002. CLIN 0002 will be calculated by adding the two extended prices for SLINs 0002A and 0002B. After the open and inspect report is completed by the vendor and reviewed by the government the final repair cost will be based on the negotiated hours and rates established at contract award and the proposed level of effort required for the repair as stated in the open and inspect report. The Contracting Officer will review and approve the repair in writing. Only upon the Contracting Officer’s approval will the contractor begin the repair in accordance with the Not to Exceed amount indicate by the Contracting Officer using the pricing in accordance with CLIN 0002.

Each Offeror’s record in FAPIIS will be reviewed prior to award. Award will not be made to any offeror who has any adverse financial information or exclusions.
(11) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with their offer, if this information is not already included in https://www.sam.gov.
(12) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1), in a subcontract for commercial products or commercial services. (d)(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8 G of the Inspector General Act of 1978 ( 5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—
(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and
(ii) Interview any officer or employee regarding such transactions.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial products or commercial services, other than—
(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and

(14) Electronic Submission of Payment Requests
(a) Definitions. As used in these instructions -
(1) “Payment request” means a bill, voucher, invoice, or request for contract financing payment with associated supporting documentation. The payment request must: comply with the requirements identified in FAR 32.905(b), “Content of Invoices” and the applicable Payment clause included in this contract. In addition, discount offerings and small business status if available shall be stated. If travel was allowable and approved, components in accordance with FAR 31.205-46 shall be provided.
(b) The contractor shall submit payment requests electronically using the Invoice Processing Platform (IPP). The contractor will submit payment requests using the blank form in IPP.
(c) Information regarding IPP, including IPP Customer Support contact information, is available at www.ipp.gov or any successor site. (d) IPP enrollment information is at https://www.uscg.mil/fincen/IPP/.
