About this file

This is a Justification for Other Than Full and Open Competition, a federal contracting document justifying the award of a bridge contract on a non-competitive basis under 10 U.S.C. § 3204(a)(1).

The Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain seeks to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) fixed price bridge contract with Economic Price Adjustment (EPA) to US FOODS INC dba US Foods – Los Angeles for Prime Vendor foodservice support serving all authorized DLA customers located in the San Diego Navy Ships region. The contract period is 329 days, effective June 14, 2026, through May 8, 2027, with an estimated total dollar value of $55,655,763.14. The guaranteed minimum is ten percent (10%) of the estimated value ($5,565,576.31), and the maximum total dollar value is 300% of the estimated value ($166,967,289.42). This bridge contract encompasses a full-line of food and beverage items for ship-based customers only, excluding Southern California land-based customers served under a separate contract. The contract number is SPE300-26-D-3017. The justification cites the necessity for continuous, uninterrupted food supplies and notes that the required foodservice supplies are available only from the current contractor in the required timeframe, as award to any other source would result in unacceptable delays. The first bridge contract (SPE300-25-D-3012), awarded June 11, 2025, expires June 13, 2026. A competitive follow-on solicitation was issued August 29, 2024, with award anticipated to occur after this bridge period ends. No additional market research beyond synopsizing the requirement will be conducted.
